GENERAL SUMMARY
This position is responsible for procuring services and materials, including nuclear safety-related operational and spare parts, equipment, materials and supplies; identifying, tracking and maintaining the stock level of warehoused materials prior to use. The Procurement Specialist IV is expected to perform independently, with minimal supervisory involvement in complex actions and issues, to support Energy Northwest’s objectives for cost competitiveness, material condition, public confidence and stewardship through procurement practices that conform to the Revised Code of Washington, Executive Board Resolutions, company policies and procedures, and prudent business practices.
PRINCIPAL ACCOUNTABILITIES
Perform independently with appropriate discretion and judgment, typically with minimal direction/support or management involvement. Evaluate and procure services and materials, including nuclear safety-related operational and spare parts, equipment, materials and supplies. Includes processing and administering purchase requisitions, purchase orders, internal supply requests and contracts, applying quality, technical and commercial requirements, expediting materials, and customer contact and service. Also includes all activities associated with planning, development of purchasing/contracting strategies, maintaining market intelligence and performance management of suppliers of strategic materials and services.
Demonstrate skills in teamwork and communication to address and achieve resolution on critical procurement issues, both within Energy Northwest and with vendors/contractors. Provide advice and counsel to customers, peers, and management to ensure understanding of procurement strategies, and commercial and procurement actions.
Provide knowledge (e.g., technical/consulting services) and personal accountability to manage implementation, administration, and issue resolution of contracts/purchase orders and related subjects using prudent and ethical business practices, good judgment, and application of interpersonal and negotiating skills. Coordinate communication and evaluation with Quality Assurance, Engineering/Technical, Legal, Auditing, and Finance, as appropriate and prudent.
Conduct evaluation of bids and proposals sufficient to defend and justify award recommendation. Prepare clear, concise, and complete contract/purchase order documents, from pre-procurement through close-out phases. Maintain written records of pertinent activities, discussions, negotiations, contract changes, and correspondence to ensure Energy Northwest can demand and defend contractual rights.
Assist customers to assure thorough and complete preparation of scope of work and other electronic or written documents required for the procurement process. Author and generate contracts and purchase orders within delegated procurement authority. Close out contracts and purchase orders upon completion of all technical, commercial, and legal requirements.
Provide assistance/guidance to Procurement Specialists I, II, & III.
Represent Supply Chain Services at various work-week meetings and other required meetings as needed.
Must participate on the Emergency Response Team (ERO) as designated, as well as represent Supply Chain Services in the Outage Command Center (OCC) as needed.
Must support the biennial refueling outage.
REQUIRED EDUCATION AND EXPERIENCE
Requires a Bachelor’s degree and eight years of experience in government, regulated, or nuclear procurement analysis, evaluation, negotiation and execution, and principles and techniques of procurement processes – OR – a high school diploma or GED and twelve years of experience in government, regulated, or nuclear procurement analysis, evaluation, negotiation and execution, and principles and techniques of procurement processes.

DESIRED QUALIFICATIONS

Nuclear Contracting and Purchasing Expertise:

  • Extensive experience in purchasing materials, equipment, and services for nuclear projects, ensuring compliance with industry regulations and quality standards.

  • Proficiency in supplier qualification, bid evaluation, and contract execution to support nuclear operations and construction.

  • Candidates should have both contracting and purchasing experience within the nuclear industry, including developing and managing contracts for nuclear projects, procuring safety-related components, and ensuring compliance with Nuclear Regulatory Commission (NRC) regulations and industry standards.

  • Strong knowledge of procurement regulations, supplier qualification, and contract administration specific to nuclear projects.

  • Experience working with vendors and subcontractors in the nuclear supply chain to meet stringent quality and regulatory requirements.

Risk Mitigation & Procurement Strategy:

  • Experience in forecasting, managing, and mitigating risks for long lead-time equipment and materials to ensure timely delivery.

  • Proficient in developing procurement strategies, negotiating contracts, and tracking vendor performance to meet project demands.

  • Strong analytical skills in market conditions, supplier capacity, and lead time trends.

  • Expertise in just-in-time (JIT) and phased procurement approaches to optimize costs and schedules.

Safety-Related Procurement & Compliance:

  • Extensive experience in safety-related contracting and purchasing, ensuring compliance with NRC regulations, 10 CFR 50 Appendix B, ASME NQA-1, and other industry standards governing safety-related materials and services.

  • Proficiency in procurement processes for safety-classified components, including commercial-grade dedication (CGD), quality assurance (QA) programs, and traceability requirements to maintain nuclear safety and regulatory compliance.

Large-Scale Construction Procurement:

  • Experience in procurement for large-scale construction projects exceeding $1 billion.

  • Expertise in strategic sourcing, contract negotiation, and supplier management for critical materials and services.

  • Proficiency in long-lead procurement, high-value contracts, EPC contracting, and risk mitigation.

  • Strong ability to coordinate with multidisciplinary teams, manage costs, compliance, and supply chain efficiencies, and support project objectives.

First-of-a-Kind (FOAK) Technology & Innovation:

  • Experience in procurement for first-of-a-kind (FOAK) technologies or highly specialized projects, including sourcing, contracting, and supplier management for innovative or highly specialized equipment and services.

  • Ability to navigate uncertain supply chains, evolving technical requirements, and regulatory challenges while mitigating risks and ensuring project success.

Pay Range

$119,107.00 - $178,661.00 Annual

Midpoint:

$148,884.00

Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.

Offers will be negotiated based on each candidate's qualifications.

Incentive Compensation

This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
