MAIN PURPOSE OF JOB

Overall Responsibilities:

The PTA will work with the Health Financing Team Lead and project team to design and implement activities to support the Government of Rwanda in optimizing health financing. In addition, the PTA Health Financing will provide hands-on technical assistance and leadership to support improved mobilization and optimization of health resources; transition of CBHI from passive to strategic purchasing; and expanded provision of financial risk protection to poor and at-risk populations

MAIN DUTIES AND RESPONSIBILITIES

Health financing policy development

  • Provide technical guidance and assistance to the Ministry of Health and other national key stakeholders in developing health financing policies
  • Provide guidance on strategies to promote private health sector engagement with health policy, and broader private sector participation in promoting overall health system goals.
  • Improve sustainability and effectiveness of risk pooling by strengthening RSSB’s capacities in policy revision and premium optimization.

Capacity development

  • Strengthen capacity of MOH Health Financing & Planning Unit on evidence-based budget advocacy to increase investments in health.
  • Provide guidance and Support to the project team in building Hospital Committees’ financial management capacity of health facility leadership

Technical and Analytics

  • Provide leadership in supporting the Ministry of Health, on health financing resource tracking initiatives for improved efficiency in the coordination and allocation of financial resources for health
  • Conduct assessments of potential efficiency gains in resource allocation and support the project team in implementation of activities to improve budgetary, allocative, and technical efficiency.
  • Provide technical support to RSSB to ensure effective rollout of the primary healthcare capitation, including continuous monitoring and evaluation of capitation’s impact on the equity of health service utilization.
  • Provide leadership around the design & implementation of CBHI claims workflow improvement plans, including digitization.

QUALIFICATIONS

REQUIRED MINIMUM EDUCATION

Required: Master’s degree in public health, Health Financing, Health Economics, or a related field preferred

Preferred: Master’s degree in health economics.

REQUIRED MINIMUM EXPERIENCE

Required: 8 years of experience in health financing

Preferred: 8 Or more years of experience in Rwandan health financing context.

KNOWLEDGE AND SKILLS

Knowledge of health economics and health financing with experience in one or more of the following areas: community-based health insurance (CBHI); developing, monitoring, and refining provider payment models such as capitation; health resource mobilization, risk pooling, strategic purchasing, and/or private sector engagement in health.
