About You and this Role
Dow is seeking a Regional Policy/Issues Leader to join our team in Canada!
In this role, you will support the business-critical efforts of the corporate strategy for Canada. You will play a critical role in the advancement of corporate priorities by proactively facilitating the development of geographic public policy strategies to advance our objectives for Canada and for our Path2Zero Program. In addition, you will manage a portfolio of issues including domestic and international chemical regulation, permitting, government applications, trade, human rights and labor policies.
Responsibilities
- Domestic & International Public Policy.
- Lead Issue Management for Climate Change Policy and in the Provincial and Canadian Regulatory environment.
- Lead Evaluation, Technical review of Provincial and Canadian Climate Change regulations.
- Lead Evaluation, Technical review of other Canadian environmental regulations.
- Subject matter expert for climate change policy, regulations, and carbon markets in Canada.
- Subject matter expert for interface with Commercial businesses for interpretation and evaluation of commercial contracts and clauses related to climate change policy, regulations, and carbon markets in Canada.
- Writing Government Affairs (GA)/policy-related executive briefings as subject matter expert, or with others in GA, our businesses and functions.
- Produce critical policy and political content (updates for Board of Directors, Enterprise Risk Management materials, overviews for Dow’s executive teams) at Leadership’s request.
- Provide key input to the creation of advocacy strategies on topics in their portfolio at the national or provincial levels.
- Follow and advance developments to prepare briefings that include Dow’s positions and key messaging.
- Monitor, evaluate and provide policy analysis on domestic government investment and supply chain diversification priorities.
- Assist the North American Government Advocacy & Policy team in review and analysis of legislation on domestic and international policy developments.
- Interface with policymakers as well as with Dow’s businesses and functional partners, trade associations and think tanks to recommend a thoughtful Dow position on a policy matter. Write, maintain and refresh associated messaging as needed.
- Monitor relevant legislation, regulation or Executive Orders for impact on Dow (employees or assets), suppliers, partners or customers. Work across Dow’s global Government Affairs team to coordinate the development of Dow’s position and key messaging.
- Support in analysis and drafting position papers and briefings where necessary, working with Dow experts to provide meaningful data on the impact of trade agreement provisions on the Company.
- Collaborate to evaluate and shape the company’s (and trade associations’) engagement on priority issues.
- Collaborate with policy colleagues focused on sustainability reporting to ensure strategic alignment between Dow’s policies, practices and public policy trends.
- May interface with government employees and staff as well as with businesses to make a fully informed recommendation on Dow’s public position on a policy matter.
- Advance the objectives of corporate public policy priorities and manages a portfolio of issues.
- Act as a key resource and thought leader for external engagement with policy think tanks and trade associations.
- Work closely with internal stakeholders to provide counsel on issues management best practices.
- Maintain a working internal Dow network and/or external network to Dow’s advantage.
Geopolitical Risk Monitoring
- Assist in the production of open-source analytic products supporting requests for information from across the Company.
- Contribute to Enterprise Risk Management process to inform the assessment of geopolitical risks that impact company strategy.
Qualifications
- A minimum of a bachelor's degree (Public Policy, Political Science and Government affairs or related is preferred).
- A minimum of 7 years of relevant experience.
- Must be willing and able to travel up to 25% annually (mainly domestic & occasion international).
- A minimum requirement for this position is the ability to work legally in Canada. No visa sponsorship/support is available for this position, including any type of permanent residency support.
Preferred Skills
- Experience in public policy or politics.
- Experience in Canadian climate policy and carbon markets.
- Regulatory or Government related experience.
- Industry knowledge.
- Exceptional interpersonal and communication skills.
- Experience writing and delivering sharp executive briefings.
- Ability to effectively manage tight deadlines and prioritize workload.
- Strong knowledge of legislative process and/or administrative rule making.
- Analytical skills and statistical reasoning.

- The preferred location for this position is Calgary, Canada. Other locations within Canada may be considered.
