OUR DESIRED OUTCOMES:
In collaboration with the Kinexus Group’s Chief Operating Officer and Chief Financial Officer as well as legal counsel (when warranted), the Policy & Contract Manager will be responsible for developing outgoing and reviewing incoming contracts leading to fully executed agreements that meet federal and state regulations as well as funding agency requirements. The manager will ensure KG’s contract/grant-making processes reflect best practices and are aligned with KG’s values.
The Manager is responsible for risk mitigation by carrying out policy and procedure management strategies that encompass development, revisions, and maintenance to safeguard the organization. In addition, the Manager will lead the launch of grant-funded programs and policy implementation to ensure success throughout the lifecycle of grants which in turn positions Kinexus to apply for and secure future funding.
WHAT WE EXPECT FROM YOU:
The Policy & Contracts Manager will support all subsidiaries of Kinexus Group, maintaining strong working relationships with Executive Directors, program staff, and KG corporate staff.
- Serve as a single point of contact for program-related contracts and grant agreements.
- Lead the development of contracts for Kinexus and its subsidiaries that protect the organization while meeting federal and state regulations as well as funding agency requirements.
- Perform technical reviews of contracts and grant agreements to mitigate risk by eliminating inconsistencies and unacceptable provisions prior to the organization becoming legally bound.
- Secure due diligence documentation for sub-recipient awards and program-related contracts to ensure compliance with funding requirements.
- Monitor grant contracts and agreements; and provide status updates to leadership.
- Serve as single point of contact for all State and Federal policy and monitoring staff including but not limited to seeking clarification, providing feedback, and managing KG’s policy email.
- Oversee Policy Issuances from state and federal sources (e.g. TEGLS, TENS) by analyzing impact, term, scope, allocation, and outputs as well as gathering feedback from staff to ensure adherence to funder requirements and deadlines.
- Stay abreast of workforce development system-wide updates by regularly attending the Michigan Works Association’s Planners User Group.
- Advise KG leadership staff and team members on state and federal updates and required actions for grant programs.
- Conduct an annual audit of internal program-related policies and procedures to assess Kinexus’ internal controls and compliance with regulations; recommend changes to leadership to drive continuous improvement.
- Plan and develop, in collaboration with program leaders, clear and well-articulated implementation plans for new grants and policies to support successful launch.
- Provide leadership to grant managers on policy and grant management, post award.
- Initiate and guide program leaders on development of local program policies, procedures, job aids, and forms to ensure consistency across all programs and maximize efficiencies.
- Manage a structured library of organizational policy and compliance documents on an integrated platform to ensure easy access and accurate record retention.
- Provide expertise during the development phase of major proposals.

MINUMUM REQUIREMENTS:
- Bachelor's degree in business administration, public administration, economics, finance, or a related field or equivalent combination of training and experience.
- Contract development and review experience.
- Policy development and review experience.
- Ability to interpret moderately complex contracts and grants.
- Ability to oversee a variety of projects with competing deadlines.
- High degree of attention to quantitative and qualitative details.
- Excellent verbal and written communication skills.
- Strong time management and organization skills.
- Ability to maintain confidentiality.
- Solid computer skills and ability in Microsoft, Excel, PowerPoint and virtual meeting platforms.
