Position Overview
The Policy Analyst provides critical support to the Export Controls Group (ECG) within DHS Science & Technology (S&T) by developing, analyzing, and coordinating export control policies and guidance. This role supports DHS's participation in interagency and international forums, helps shape regulatory responses to emerging technologies, and ensures internal policies reflect current legal and regulatory requirements. The analyst will collaborate with subject matter experts and stakeholders to ensure DHS’s export control posture is proactive, strategic, and aligned with U.S. national security interests.

Key Responsibilities
Policy Development and Support
- Draft, revise, and coordinate DHS export control policies, guidance documents, directives, and instructions.
- Conduct research and technical analysis of commodity jurisdiction/classification requests and provide assessments to federal stakeholders.
- Monitor and analyze changes in export control regulations and multilateral regimes; develop alerts and recommendations to guide DHS response.
- Support DHS participation in interagency and/or international export control meetings, including preparation of briefing materials and background documents.
Strategic and Regulatory Engagement
- Prepare written products (e.g., reports, briefing decks, memos) to inform decision-making by senior DHS leadership and external stakeholders.
- Contribute to DHS responses to data calls, policy proposals, and information requests related to export controls and sensitive technologies.
- Identify and synthesize emerging trends or policy gaps with potential impact on S&T mission areas and export compliance obligations.
Documentation and Coordination
- Track the development and approval history of all policy documents and ensure documentation aligns with internal processes and federal standards.
- Serve as a resource to program staff and DHS Components on matters of export control policy interpretation and implementation.
Required Qualifications
- Secret clearance (TS/SCI preferred or ability to obtain).
- Bachelor’s degree in public policy, international relations, national security, or a related field (Master’s preferred).
- Minimum of 5 years of experience in policy analysis, regulatory compliance, or legislative/policy development, preferably in a national security or export control context.
- Strong understanding of export control frameworks (e.g., EAR, ITAR, OFAC) and familiarity with interagency coordination processes.
- Excellent writing and analytical skills, with experience preparing briefings, memos, or white papers for senior government audiences.
- Detail-oriented, organized, and able to manage competing deadlines in a dynamic policy environment.
Preferred Qualifications
- Experience working within or supporting DHS, the Department of State, Commerce, Treasury, or similar federal agencies.
- Familiarity with emerging technologies and their intersection with national security and export control regimes.
- Knowledge of DHS policy development processes or federal rulemaking procedures.
Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.

$84,000—$95,000 USD
