About the team you’ll be part of
You will join the Online Safety (OS) Partnerships and Intelligence team, a sub-team of the Online Safety Group’s (OSG) Supervision team. The OS Partnerships and Intelligence Team is responsible for developing and managing OSG’s relationships with key strategic partners, including law enforcement, agency partners and selected government organisations with a focus on tackling online harms. The team is also responsible for developing the Online Safety Group’s capabilities for managing intelligence and insights received from partners, and analysing intelligence to determine appropriate courses of action.
The purpose and scope of the role
The OS Partnerships and Intelligence Team requires a Partnerships and Intelligence Manager to manage our relationships with operational partners and lead OSG’s collection, analysis and development of intelligence received from third parties, supporting operational decision-making in relation to online harms. You will be responsible for delivering the Online Safety Partnerships strategy, coordinating external engagement plans, setting priorities in conjunction with the business, leading relationships with external stakeholders and supporting the Head of OS Partnerships in delivering outcomes to support the Online Safety regime.
You will also be responsible for the effective management of our core intelligence processes to support operational delivery. You will support the organisation as a thought-leader, sharing your knowledge and experience to help deliver the Online Safety regime. You will have experience of working with external operational partners and understand the value of intelligence in supporting effective decision making and operational delivery.
Whilst this role is being offered on a permanent basis, secondments from external organisations will also be supported.
Your Key Responsibilities

Collating partnership priorities across the OS programme to inform the partnerships delivery plan

Coordinating and tracking progress to ensure key objectives and milestones are met

Coordinate engagement across a diverse range of operational and sensitive partners

Leading and influencing external partner relationships
-
Leading the development and agreement of memoranda of understanding and information sharing agreements as required

Working effectively with internal OSG teams to understand their priorities and enable operational delivery.

Overseeing the effective management and development of intelligence received from external organisations.

Working closely with the Triage team to support the development of effective recommendations and decision making.

Identifying and assessing threat, risk of harm and opportunity for interventions and mitigations.

Managing the effective delivery of each phase of our internal intelligence management processes and supporting the ongoing development of these processes.

Providing insight and feedback to support continuous development of OSG’s intelligence management capabilities.

Providing input to support drafting and implementation of intelligence management policies.

Maintaining awareness of innovation within intelligence to ensure implementation of latest techniques and tactics, best practice, and information relevant to the role.
This role will involve working with content or themes that some applicants may find distressing, including illegal harms such as child sexual abuse and exploitation. Technical knowledge and experience

Experience of developing strategic partnership engagement strategies and plans

Managing diverse partnerships with external organisations, achieving mutual benefit and tangible outcomes

Ability to influence, negotiate and facilitate effectively both internally and externally as necessary to secure progress towards goals.

Understanding or experience of the effective management of intelligence, using the National Intelligence Model (NIM) or an equivalent framework

Good understanding of relevant legislation e.g OSA, ECHR, IPA, RIPA, Data Protection.

Knowledge of intelligence case management systems and processes

Knowledge and understanding of the partner landscape for combatting online harms in scope of the Online Safety Act

You will be required to achieve a level of National Security Vetting to a level of Developed Vetting to perform this role.
