Job Description

BryceTech is looking for an experienced IDIQ program manager to support our US Space Force, Space Systems Command (SSC) customer.

Customer Background Information: Space Domain Awareness & Combat Power is the Space Systems Command Program Executive Office (PEO) focused on delivering cyber, ground- and space-based systems that rapidly detect, warn, characterize, attribute, and predict threats to national, allied, and commercial space systems, while also providing National Security deterrence capabilities countering those identified threats to prevail in a space conflict.

SSC/SZ-BC provides highly classified Space Domain Awareness (SDA) systems, Defensive and Offensive Space Control (DSC/OSC) capabilities, and space test range assets to meet current and projected Department of Defense (DoD) operational requirements. SSC/SZ-BC develops, integrates, tests, deploys, sustains, and supports operations for systems that meet strategic and tactical operational needs. SSC provides unrivaled space systems to ensure survival for both the United States Space Force and our nation. These systems span the entire acquisition life cycle. This contract will support multiple SSC/SZ-BC programs, as well as various other Space Force, Air Force, and mission partner programs.

The effort will support the development, advancement, and sustainment of weapon systems for Space Systems Command (SSC) Space Domain Awareness and Combat Power (SDACP) (SSC/SZ), Battle Management, Command, Control, and Communications (BMC3) (SSC/BC), and their mission partners. This mission area requires personnel with experience and an in-depth understanding of the environments that include ground, near-space, space, and any system that operates in those environments.

Minimum Knowledge and Experience:

- Knowledgeable in DoD and IC security processes and procedures

- Expert in classified systems data handling and operational level support

- Prior experience with senior level operations, coordination, and communications.

Description of work:

1. advise the Government on security documentation and coordinate with the intelligence community, DoD, and the security agent security staffs as needed. Assist in completing intelligence community facility accreditation or co-use approvals, individual program access approvals, and review Contractor security program plans.

2. Assist the Government in the execution of routine business operations. Provide executive level administrative support, office management, personnel management, human resources management, and configuration and data management. This includes but is not limited to conducting research, preparing statistical reports, handling information requests, coordinating personnel and appraisal records, mail distribution, office support services, managing executive schedules, planning government travel from initial booking to reimbursement voucher completion (i.e., Defense Travel System), coordinating staff activities, arranging meetings, events, and conventions, and performing other clerical functions.

3. Assist and advise the Government in analyzing, interpreting, monitoring, disseminating, and resolving all tasks to include but not limited to internal and external organization inquiries, requests, and Task Management Tool (TMT) tasks to ensure deadlines are met. Tasks can include but are not limited to reviewing and coordinating performance reports, ensuring documents are in compliance with Space Systems Command, Space Force, Air Force, and DoD policy, laws, and regulations, facilitating interfaces with critical internal and external acquisition organizations, ensuring completeness and quality of acquisition and requirements-related documents, and monitoring front office tasks.

4. Develop, document, modify, transition, and maintain standard functional databases to support organizations in meeting mission requirements as needed. Where necessary, plan to transition, and upon approval of the plan, execute the transition of existing program/functional discipline-unique software and databases into standard and/or updated databases and software. Database access shall be at the Government’s discretion.

5. Assist with managing Government civilian record keeping. Be the primary point of contact for all unit civilian human resource management functions and shall provide expertise and guidance on all civilian matters related to procedures, rules, and regulations. Assist the Government with identifying present and future vacant civilian positions, creating justifications for requisitions, completing Request for Personnel Actions, completing/coordinating security waivers, creating Core Personnel Documents and updating Manpower Change Requests. Assist with special civilian manpower requests to include but not limited to Reimbursable, Superior Qualification Packages, By-Name-Requests, and Position Designations.

6. Attend and support administration (scheduling, security controls, and/or execution) of meetings and reviews. Identify/distribute the purpose and objective as defined by the meeting principal to key members in advance using Microsoft Calendar for routine meetings. Capture action items, record minutes, and disseminate to all invitees in a timely manner. Minutes shall include but are not limited to purpose and objective; names/organization of principal, key members, and other attendees; names of all individuals invited compared to those who attended; if a key member is unable to attend provide reason for absence; summarize meeting effectiveness in relation to mission objective; and summarize events/decisions.

7. Assist with the submission and processing of military and civilian awards and decorations, quarterly and annual awards, and special trophies to include but not limited to monitoring status of military and civilian out-bound personnel and notifying the government of decoration package timelines, ordering plaques, updating recognition board, and assisting the government with All Calls. Notify the government of quarterly, annual, and special award timelines, and assist with preparing award packages. Quality check all packages to ensure compliance with regulations. Monitor award package processing until award is signed and presented to member. Assist the government with the awards board process to include but not limited to the voting round for submitted packages, consolidate votes, and present results to the Government.

8. Develop and maintain schedules using standard Microsoft Suite applications (i.e., Microsoft Project).

Qualifications

Educational Requirements: BA/BS

Experience Requirements:

  • 3-10 years of relative experience.
  • Experience with the MS Office Suite of Tools including MS Project.

Additional Information

Must have TS/SCI and have current SCI access.

Position is contingent on BryceTech winning a prime bid on the USSF SSC HEMISPHERE contract and subsequent TOs.
