Operations Manager - TS/SCI Poly Required

cFocus Software is seeking an Operations Manager to join our program. Locations: Washington, DC, Annapolis Junction, MD, & Reston, VA. This position requires an active TS/SCI CI Poly clearance.
Required Qualifications include:

• 10+ years of experience as a federal government contract manager
• 10+ years of experience managing in a Linux-based environment
• Must be able to work 100% on-site

Desired Qualifications include:

• 10+ years of experience managing enterprise cross domain operations, engineering, and/or software development projects/activities
• 7+ years of experience with National Cross Domain Strategy & Management Office (NCDSMO) Raise the Bar (RTB) compliance

Duties:

• Establish/maintain a comprehensive ECDS Operations & Maintenance program that fulfills all PWS operations requirements and aligns with corporate Human Resources/Operations/ Accounting objectives, including:
  
  • Staff Management that enables efficient employee onboarding, offboarding, training, daily monitoring, and support
  • Quality Management that enables efficient employee performance measurement, rewards/acknowledgement, and preventative/corrective actions
  • Customer Management that enables seamless customer communication/collaboration and contract growth opportunities
  • Budget Management that ensure fulfillment of corporate budget & profitability expectations
• Provide management, direction, administration, quality control and leadership of the execution of the operations-related contract requirements in accordance with Project Management Institute (PMI), Project Management Body of Knowledge (PMBOK) and Information Technology Infrastructure Library (ITIL) best practices or comparable ITSM/DESMF framework.
• Collaborate with the ECDS Program Manager, ECDS Engineering Manager, and ECDS Cyber Manager to develop and maintain detailed work plans in accordance with government priorities to include specific tasks, assignments, task dependencies, milestones, costs, and schedules for all operations-related tasks in this PWS.
• Manage and provide oversight to the ECDS Operations Team. Management and oversight activities include:
• Facilitating ECDS Operations Team onboarding/offboarding activities, such as: creating accounts, verifying access, and collaboration with ECDS Program Coordinators for additional onboarding/offboarding tasks;
• Training new members of the ECDS Operations Team and continually training existing members of the team;
• Setting daily schedule for each member of the ECDS Operations Team. Ensuring each member of ECDS Operations Team reports to the office according to their schedule;
• Reviewing and approving semi-monthly timesheets for each member of the ECDS Operations Team;
• Collecting weekly reports from each member of the ECDS Operations Team and they are performing as required;
• Managing and responding to all requests for information from the ECDS Program Manager, Government Technical Point of Contact, or Contracting Officer Representative;
• Providing mentorship and guidance to all members of the ECDS Operations Team.
• Ensure a performance rating of Green or higher for the following Performance Requirements Summary Matrix (PRSM) items:
• PRSM 7.01: Continuous Monitoring – Enterprise Auditing
• PRSM 7.02: ECDS Availability Rate
• PRSM 7.03: Incident Mean Time To Recover (MTTR)

• PRSM 7.10: Change Management Completion Rate
• PRSM 7.11: Continuous Monitoring
• PRSM 7.12: After Action Reporting

Deliverables:

• Establish/maintain a ECDS Operations & Maintenance Concept of Operations (CONOPS) describing the plan for ensuring schedule, cost controls, quality assurance, risk mitigation, and performance measures meet operations requirements and are easily monitored and quantified by the government.
• Develop an operations performance metric strategy to identify technical performance and capacity data collection schema and the continuous service improvement methodology to resolve issues and improve customer operational experience.
• Establish and maintain an Operations-related Integrated Master Schedule to maintain Cross Domain Service(s) and Program situational awareness to support and inform government prioritization and decision making.
• Oversee the development, implementation, and management of security policies, standards, and procedures to ensure the confidentiality, integrity, and availability of enterprise cross-domain systems and services.
