Amentum is seeking an Open-Source Intelligence Subject Matter Expert (SME) to support the expansion and/or bolstering of fusion centers throughout the USINDOPACOM Area of Responsibility (AOR). The Open-Source Intelligence SME must understand the complexity and value of domain information flow to decision-makers; be able to assess and evaluate the best use of PAI and integrate analytics, be proactive in coordinating with vendors of commercially available support systems, to include during the procurement process, and synchronize how analytics is represented and integrated into regional common operating pictures (COPs), directly supports decision makers, and potentially drives follow-on operations and collection efforts.
Key areas of understanding for the Open-Source Intelligence SME include knowledge of analytic principles and tradecraft, including PAI and commercially available open-source tools. (See minimum qualifications below.) Additionally, the PAI Ops & Analytics Integrator SME should have a thorough understanding of how the Collections, Intelligence, and Targeting processes interrelate to achieve mission success and be able to apply those principles to develop Courses of Action (COA) to inform leadership and operations planning.
The Open-Source Intelligence SME will work within the Amentum Fusion Center Team (FCT) to research, analyze, educate, inform, and advise the team; U.S. government clients, including the U.S. Interagency, USINDOPACOM and JIATF-W leadership; and multinational partners on how best to integrate critical capabilities to effectively support regional Fusion Center efforts.
This position will be responsible to identify key data-sources / data-sets that support intelligence and information planning and execution and ensure the team understands how to integrate and interpret significant data and apply that data towards counter transnational crime (CTC) operations, to include illegal, unregulated, unreported fishing (IUUF), trafficking of illicit drugs, goods and persons, etc.
Duties and Responsibilities:
- Advise the Amentum FCT, government client, and supported fusion centers on publicly available information (PAI) and commercial capability providers and their pros and cons.
- Have knowledge of multi-domain analysis and visualization and imaging disciplines such as electro-optical (EO), synthetic aperture radar (SAR), radio frequency (RF), etc.
- Develop training periods of instruction (POI) and deliver instruction to support designated international Partner Nation (PN) current and future maritime operations, including introducing proven analytical solutions, evaluating collections and analytic platforms, and presenting information tactics, techniques & procedures.
- Assist designated partner nations with analytical standard operating procedure (SOP) refinements using established best practices.
- Provide and oversee high-value analysis, assessment, and testing and evaluation of commercially available analytic and remote sensing platforms to integrate them into fusion center planning and operations.
- Conduct research, inform new capabilities, and support partner nation operational plans.
- Recommend integration of commercially available analytic platform tools into operational fusion center plans SOPs.
- Provide support to the development, planning, staffing, coordination, integration, execution, and assessment of analytical and information integration capabilities.
- Have a firm understanding of commercially available geospatial tools that have the ability enhance fusion center analysis and operations.
- Identify operational use-cases for enhancements in analytics and integration capabilities and provide insights on options that may translate into system efficiencies and upgrades.
- Construct value-added analytic and integration products to enhance situational awareness of supported fusion centers.
- Have a firm understanding of assets and platforms that conduct Collections and Intelligence Surveillance Reconnaissance (ISR) support to fusion center efforts – including Maritime Domain Awareness (MDA).
Minimum Requirements:
- Bachelor of Science or Bachelor of Arts degree or seven years’ experience conducting OSINT collection/analysis in lieu of degree.
- Clearance Required: TS with SCI eligibility. Note: US Citizenship is required to obtain a Top-Secret Clearance.
- Minimum of 12 years’ experience working within the intelligence analysis field, with a minimum of 10 years’ experience constructing intelligence support products.
- Minimum of three years’ experience working within the Indo-Pacific region.
- Minimum of five years’ experience supporting maritime operations.
- Experience supporting Common Operating Picture (COP) and Common Intelligence Picture (CIP) management.
- Experience with Automated Identification System (AIS) and Vessel Monitoring System (VMS).
- Knowledge of commercially available MDA platforms, such as SeaVision, Skylight, Starboard Maritime Intelligence Platfom, and Windward.
- Knowledge of commercially available remote sensing systems such as Maxar Crow’s Nest, Umbra Space, Hawkeye 360, and BlackSky.
Preferred Qualifications:
- Maritime watch supervisor or supervisor of a geospatial problem set.
- Experience using commercially available geospatial imagery in support of a COP.
- Experience working with Automatic Identification System (AIS) and Vessel Monitoring System (VMS).
- Experience supporting Dark Vessel Detection (DVD), Long Range Identification & Tracking (LRIT), Maritime Interdiction Operations (MIO), Visit Board Search & Seizure (VBSS) operations, Counter Illegal, Unregulated, Unreported Fishing (C-IUUF), and other counter transnational crime operations.
- Experience with cyber and space-based ISR.
- Experience with Artificial Intelligence and Machine Learning (AI/ML).
- Exposure to maritime law enforcement and/or coastal security.
- Baseline knowledge of the United Nations Convention on the Law of the Sea (UNCLOS).
The salary range for this position is $135K to $155K. (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
