Northrop Grumman Defense Systems (NGDS) Sector is seeking a Manager Supply Chain Programs 1 to join a team of diverse individuals.
The preferred locations for this position will be located in Sierra Vista, AZ or Rancho Bernardo, CA.
Responsibilities will encompass the full range of the procurement & subcontract acquisition process including preparation and execution of a mixed portfolio of purchases while ensuring compliance to company policies and procedures as well as public law requirements.
The successful candidate will work closely on a day-to-day basis with business managers, operations managers, capture managers and other functional teams throughout the department. The successful candidate will be responsible for all aspects of supply chain from the business development phase through contract closeout, delivering strong customer satisfaction, successful financial performance, and risk mitigation. Candidate's ability to build strong internal/external customer intimacy and employee engagement is key. Candidate must be a self-starter and able to work collaboratively with team members, including in an advisory role to program management, site management and the customers. Candidate will have knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).
Position Responsibilities:

Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs. Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. Leads supply chain Program execution and is accountable for material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance.

Will manage a team of supply chain professionals and oversee all aspects of Supply Chain for the Organizational Unit, delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high-level expectations.

Responsible for educating program teams, subcontract/procurement specialists, and suppliers on processes, policies, FAR/DFARS, and procurement and subcontracting principles is essential.

Provides subject matter expertise in all aspects of supplier and subcontract management. Works under general direction toward long-range goals and objectives. Assignments are often self-initiated. Performs independently with minimal management oversight.

Will be delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high-level expectations.

Encompass the full range of the procurement and subcontract acquisition process including participation in strategic sourcing decisions, domestic and international subcontracting, teaming agreement generation and execution, and preparing requests for proposals consistent with customer solicitations, federal statutes and regulations, and enterprise policies and procedures.

Will have responsibilities for evaluating proposal submissions, identifying risk and mitigation strategies, developing negotiation plans and negotiating, and preparing subcontract files in compliance with Northrop Grumman principles and operating practices.

Develop and present senior leadership level briefings and use databases to efficiently gather data and analyze reports. Have demonstrated the ability to lead complex efforts under limited direction while achieving impactful results.
Basic Requirements:

Bachelor's degree with 8 plus years of supply chain//business management//contracts/program management or related experience
-
3+ years of team lead and/or people management.

Experience with demonstrated leadership and people management skills and with the ability to model and promote a strong sense of engagement, teamwork, and cooperation

Solid understanding of procurement principles, policies, procedures, and regulations

Capable of working in a fast-paced environment, able to multi-task, make decisions in a timely manner and display strong interpersonal skills

Ability to communicate with multiple levels internal to the organization and externally to suppliers

Capable of applying highly analytical approaches to problem solving

Ability to maintain an organized workload and preserve attention to detail

Excellent business acumen, problem solving, communication and organizational skills

Must be a US citizen and capable to obtain a secret clearance if needed
Preferred Requirements:

Master’s Degree with a minimum of 6+ years of experience working in supply chain management including purchasing and procurement

Advanced Degree and / or Professional Certifications (CPSM, CSCP, CFCM, CPCM)

Aerospace and defense experience

Understanding of the technical, manufacturing, or supply chain requirements for platforms or systems being delivered to US Government and International customers

Experience working in SAP, EVMS, and Tableau systems
Salary Range: $99,400.00 - $172,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
