REPORTS TO: ILS Manager
SUPERVISES: Oversees Integrated Logistic Support (ILS) / Integrated Product Support (IPS) activities of assigned Program as directed by the ILS Manager
AUTHORITIES / RESPONSIBILITIES:

Responsible for overseeing Department Goals for assigned Program as directed by ILS Manager

Coordinate resolution of ILS material and planning issues

Coordinate implementation of improved ILS processes
-
Attend meetings as directed by ILS Manager

Prepare and coordinate ROMs and cost estimates for ILS impacts for assigned Program
-
Responsible for ILS project coordination including development of schedules and budgets.

Support proposal efforts as called upon
-
Manage the financial aspect of the assigned program.

Establishes and monitors budgets as Control Account Manager (CAM).
-
Collaborates with ILS Leads to identify corrective actions.
-
Updates Estimates at Completion (EAC).

Ensure compliance with Earned Value Management System (EVMS) guidelines.

Responsible for progress metrics of assigned Program

Monitor the contractual aspects and status of the Program.

Monitor, develop, analyze and provide weekly status metrics

Monitor and report on progress and status of negotiation and approval of all contractual modifications.

Ensure ILS compliance to the contract and management of the ILS deliverables.

Prepare correspondence to the Customer for the Program Managers review
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
• General:
-
Successful completion of a Bachelor’s Degree with 6 to 8 years, or without a degree 10 to 12 years of demonstrated ILS related experience; including demonstrated knowledge of and experience in the development of ILS / IPS elements and associated products across the life cycle.

Must have a good understanding of support engineering and ILS / IPS disciplines.

Excellent written and oral communication skills, required

Understanding of scheduling and an ability to adhere to strict deadlines
-
Experience in interacting with Program Management, Supply Chain Management, Production, multiple design teams from several companies, customer representatives and equipment manufacturers required
-
Computer literate and familiar with ILS software, and Microsoft Office products
-
Ability to provide effective ILS leadership in team meetings.

Working knowledge of ship systems
-
Working knowledge of processes and ILS requirements associated with post-delivery support
-
Working knowledge of Maritime Regulatory Authorities (i.e. ABS, NAVSEA, MIL, USCG, etc.) preferred Prior U.S. Navy, MSC, USCG or other Military Naval experience desired
-
Experience in design and construction of Naval vessels is advantageous but not a requirement.

Experience in large design and construction, or support projects preferred
TOOLS: MS Office, Haystack, ILS / Product Support Analysis Software, Life Cycle Cost estimating software, Program Hardware and Software, Navy PMS Editor
DIRECTION EXERCISED:

Exercises considerable latitude in determining technical objectives and solutions to meet program requirements.

Works with all departments to ensure best information and decision making processes are being utilized.

Predominately exercises independent judgment in the performance of duties consistent with directives, policies, standards and regulations.

Coordinates ILS Program tasking with ILS Dept. Leads assigned to the Program
LIAISES WITH: Engineers, Designers, Draftspersons, Production Personnel, Production Control, Supply Chain, Regulatory Bodies, Program Management and Equipment Suppliers and ILS Support Contractors
ADDITIONAL GUIDELINES:
- Certified Professional Logistician (CPL) certification, a plus
- The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
- Must be able to tour all vessels and work sites.
- The ability to obtain and maintain a DoD clearance may be required if deemed necessary in the scope of responsibilities.
- Travel may be required
