Northrop Grumman is seeking a Future Operations (FUOPS) Manager for employment at Fort Leavenworth, Kansas. This position is in support of the Mission Command Training Program (MCTP) and trains Army Corps, Divisions, and Brigades in the Army Mission Command System and Operations Process. MCTP facilitates Army simulation exercises replicating a robust Operating Environment (OE) for units to conduct Large Scale Combat Operations.
FUOPS Staff Responsibilities:
The FUOPS Staff is the largest and most diverse in MCTP. This section operates in direct support of the MCTP Military S35 (FUOPS) section in developing, implementing, and providing recommendations to control exercises designed to stimulate a wide array of training conditions. The staff includes S35 direct support personnel, Irregular Forces, HUMINT scripters, Protection Facilitators, and personnel who develop and replicate the information environment.
- During Planning, conduct planning (ICW Plans) to develop and refine scenarios for subsequent exercises. Enables Military S35 (FUOPS) personnel planning efforts.
- During Execution, serves as the central point for integrating and synchronizing scenario related efforts, enables the Higher Headquarters Response Cell (HICOM), monitors execution, provides injects as part of storylines to create desired training conditions, and serves as a conduit to Plans to provide incremental improvements to the scenarios based on execution.
- Works directly with Plans, CUOPS, and respective Operations Groups to ensure that the exercise (scenario) HICOM is providing the appropriate inputs and stimulus to training audiences
Individual Responsibilities and Duties:
Provide direct support to the MCTP S-35 (Chief of Future Operations) responsible for the preparation and execution of fictional scenarios to enable U.S. Army Corps and Divisions exercises. Exercises include appropriate theater enablers and Division subordinate units. Fictional scenarios are based on the theater appropriate Decisive Action Training Environments (DATE) or other theater level concepts based on Army leadership guidance. This may include efforts to enable Joint and / or Combined exercises.
- Acquire, develop, and retain a talented and diverse workforce that covers all Warfighting Functions and functional areas required by the contract.
- Lead and supervise staff responsible for scripting to supplement training scenarios.
- Supervise training objective crosswalk with training scenarios and the simulation, developing storylines and injects to fill training needs not achieved thru the simulation.
- Anticipate training needs based on exercise trends and generate solutions for consideration and integration.
- Staff and provide recommendations to the MCTP S-35 on scenario related matters to generate desired training conditions.
- Lead and manage the FUOPS staff in execution as the Exercise Control Group scenario proponent.
- Integrate and account for Army guidance WRT specific training conditions, variables, missions, and environments.
- Anticipate, account for, and respond to WfF specific RFIs associated with the scenario and order.
Basic Qualifications:
- Former field grade officer; Military Education Level 4 (Intermediate Level Education) graduate
- Successfully served in a key developmental position at Brigade / Battalion level
- Served in a Division / Corps level staff position with recent mission command experience
- Able to travel to CONUS and OCONUS locations unassisted
- Must possess an active DoD Secret clearance; able to obtain TOP SECRET
- Familiar with current Army and Joint doctrine
Preferred Qualifications:
- Mastery of current Army and Joint doctrine
- OIF or OEF experience
- Experience as an OCT (Observer, Coach, Trainer) and as a WFX participant
- School of Advanced Military Studies (SAMS) graduate
- U.S. Army War College or service equivalent
- MCTP COG experience and / or Army service school instructor
- Joint qualified; experience at the Joint, Unified Command, or Joint Task Force level
Salary Range: $74,600.00 - $112,000.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
