The Financial Analyst will be a member of the Finance & Administrative Team and will support all MSH projects in Bangladesh. She/he will be responsible for ensuring compliance with MSH’s finance policies and procedure, standards and local laws and regulations. The Financial Analyst will perform daily project accounting, payments, banking, monthly book closing, periodic financial reporting, Tax and VAT reporting, NGOAB documentation and reporting, PF and Gratuity accounting. H/she will support the Director Operations for ensuring MSH Finance and Accounting operations are efficient and effective, in compliance with MSH standards, donor regulations and local country laws.
Under the supervision of the Country Project Lead and a dotted line under the management of the F&A Manager, h/she will prepare routine and ad hoc financial reports, regularly update project expenditure to ensure effective project management and planning. He/she will be responsible for meeting NGOAB’s all kinds of requirements. This position will prepare and enter in accounting transactions in QBO. The Financial Analyst is aware of and adheres to the MSH Finance policy and SoP, h/she is responsible for safeguarding the financial resources of MSH and its project, against fraud, loss, or misuse.
Main Duties and Responsibilities
1. Accounting Management
- Prepare payment vouchers (salary, consultant, vendor, trainees etc.) and make disbursement through online banking/cash.
- Properly code all transactions.
- Reconcile advances, including review of receipts, coding of expenses on the general voucher and entering in QuickBooks.
- Maintain accounting files/records and other relevant documents.
- Follow up on outstanding advances and assure timely reconciliation.
- Participate in the improvement of the accounting system and the system of internal control.
- Prepare all financial reports as needed for HQ, Donor and local Authority.
- Preparation of forms for payments of Tax and VAT. Prepare Tax and VAT certificates for vendor, consultants.
- Ensure that payments are processed accurately, timely, and safely (to minimize MSH’s risk exposure).
- Ensure that month and year-end accounting activities are done accurately and in compliance with MSH policies and procedures.
- Ensure accuracy of reviews and postings made by team members for all vendor/service providers (Consultant/TA firm) invoices, participant payments, staff advances etc.
- Prepare periodic financial statement for projects for audit.
- Arrange statutory audit of the project at the year end.
- Support Auditor with accounting, financial and other records.
- Maintain PF and Gratuity accounting, prepare annual FS, support audit.
- Conduct other tasks as requested by supervisor.
2. Financial Management
- Support in preparing project and corporate budget, report, monitor, revise periodically
- Prepare periodic financial reports for MSH BD, MSH HQ and donor
- Support in preparing periodic fund requisition for HQ and donor. Liaison with Bank for timely fund clearance.
- Prepare FD-2, FD-3, FD-4, FD-6, FD-9 for NGOAB
- Liaison and obtain project, fund and audit clearance from NGOAB
- Monitor funding situation for partners, subcontractors.
3. Compliance and Risk Management
- Support in execution of financial reviews or audits and ensure timely follow up to review or audit conclusions and recommendations in close collaboration with the project team.
- Prepare Tax and VAT reporting following Income Tax Act 2023.
- Liaison with Tax Authority, Tax Consultant, prepare supporting for Tax Return and Tax audit.
4. General
- Ensure project actions are governed by the highest standards of personal and business conduct as stipulated in policy guidelines.
- Contribute to maintaining teamwork, discipline sound work relationships and productivity.
- Support unit staff charges their time to the different project activities in a manner which accurately reflects their level of effort.
- •Ensure necessary communication and coordination with Operations, Procurement, HR Team and other MSH projects in Bangladesh to assure uniform application of policies and increase efficiencies whenever possible.
QUALIFICATIONS
Background Education and Experience
Required:
- Bachelor’s degree in business administration, finance, and accounting or other relevant discipline or equivalent experience.
Preferred:
-Masters/MBA will be an asset.
Required:
Minimum 3 – 5 years of experience in managing, increasing roles of responsibility, finance, procurement, contracts management, logistics and/or human resource related matters for UN, national and/or international development organizations.
Preferred:
At least three years’ experience in financial and operational management of USAID fund will be preferred.
Knowledge and Skills
Required:
- Experience with donor-funded projects preferably in Bangladesh.
- Strong ability to communicate clearly and concisely in English, both orally and in writing.
- Ability to work collaboratively in a complex, high pressure, and diverse work environment with many deadlines both as a member of a team and autonomously.
- Excellent computer skills including Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook, Internet research and accounting software.
- Excellent writing, organizational and communications skills including organizing, scanning, and summarizing information.
- -Demonstrated prioritization, organization, planning, time- management, and problem-solving skills. Excellent time management and multi-tasking ability.
