Position: Finance Specialist, Armenia
Reports to: Grants and Finance Officer, South Caucasus
Scope: The Finance Specialist will be a full-time position based in Yerevan, Armenia and will oversee accounting/financial processes to support CIPE programs in Armenia. Under the supervision of the Grants and Finance Officer, South Caucasus, and the oversight of the Senior Finance Manager of the Global Operations Finance unit, the Finance Specialist will perform the accounting/financial services for the CIPE Armenia branch following the Republic of Armenia legislation procedures. The Finance Specialist must have a demonstrated knowledge of Armenian accounting processes and regulations and experience with international donors.
Responsibilities:

  • Calculate Armenia staff salaries, bonuses, and other benefits; withhold local taxes required by Armenian legislation.
  • Prepare pay slips for wages/salaries and other benefits.
  • Utilize CIPE’s financial software (JAMIS) for accounting-related tasks, including but not limited to entering bills and partner payments, processing payroll, and preparing bank reconciliations.
  • Process routine expense reports and payment requests in CIPE’s financial software.
  • Ensure timely payment to tax authorities, vendors, partners, consultants, contractors, etc.
  • Manage CIPE Armenia branch office funds, including bank accounts, petty cash, etc.
  • Prepare monthly advance request of funds to CIPE headquarters for Armenia office.
  • Report monthly on all financial activity for the CIPE Armenia branch, including details of accounts payable and accounts receivable.
  • Track field staff benefit usage such as paid time off, sick leave, etc.
  • Draft employment contracts and modifications taking into account requirements of local labor law and CIPE policies.
  • Assist and guide CIPE Armenia staff in travel authorization and travel expense report preparation.
  • Maintain CIPE Armenia inventory list.
  • Assist project staff in collecting and compiling vendor or partner required documents
  • Support project staff in procurement related issues. This includes direct purchases as well as requests for proposals (RFPs).
  • If needed, support project staff in drafting local vendor contracts taking into account statutory requirements.
  • Prepare and submit local Armenia statutory declarations, financial reports (if needed), ensure that CIPE Armenia branch is compliant to state regulations in regard to financial compliance.
  • Ensure compliance with CIPE policies and procedures.

Qualifications

  • Bachelor’s degree in finance, accounting, business administration, or a related field
  • A minimum of five years of experience in accounting, financial analysis, or a related field
  • Strong knowledge of local and US Federal regulations and compliance requirements
  • Proficiency in accounting software and financial management systems
  • Demonstrated accounting, financial, payroll, and administrative experience
  • Excellent analytical, organizational, and problem-solving skills
  • Strong attention to detail and the ability to manage multiple tasks simultaneously
  • Proficiency in MS Office, specifically Word, Excel, and Teams
  • Excellent communication and interpersonal skills
  • Ability to work independently and as part of a team
  • Professional fluency in English
