The Finance & Administration Associate (F&A Associate) will be a member of the Finance & Administration team and support all MSH projects in Bangladesh. S/he will report to the Finance & Administration Manager and works closely with the project team to provide support to financial management, procurement of goods & services and logistics support for project implementation. S/he will work together with operations team and project team to support that all expenditures, payments and procurement are carried out in accordance with donor and MSH standards and regulations, including any procedures established by MSH in
Bangladesh.
Main Duties and Responsibilities
1. Financial Management
- Support program annual budget development process that includes managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets.
- Assist the monitor adjustments to the annual project budget whenever required.
- Coordinate with other projects in Bangladesh for combined expenses and activities.
- In coordination with operations team, conduct the accounting of the project, assuring accuracy of all accounting tasks and compliance with accounting standards, MSH policies and local laws.
- Prepare consultant payments, vendor payment with appropriate documentation and scan all evidence in the cloud.
- Assure MSH payment of local tax, VAT and social security payments. Monthly report prepares and submission to the tax authority.
2. Procurement
- Prepare purchase orders and confer with Project Director for approval, prior to issuance of the purchase orders for program procurement of commercial goods and services within agreed upon thresholds.
- Support the RFQ, bid evaluation process, VSF to expedite the procurement.
- Follow up with vendor for the expected goods and services to deliver on timely manner with quality.
- Support the update of procurement tracker periodically and monthly PO closing report.
- Assist other procurement activities as needed for smooth implementation of the project support.
3. Administration, Logistics, and Events Management
- Conduct six-monthly physical verification of project assets and report to the management.
- Arrange repair and maintenance of project assets, as necessary.
- Arrange event logistics following approved PR and Budget.
- Support on the event day for venue preparation, attendance, meals and per diem distribution.
- Prepare documentation for the finance reporting after the event closing.
4. General
- Ensure project actions are governed by the highest standards of personal and business conduct as stipulated in policy guidelines.
- Contribute to maintaining teamwork, discipline sound work relationships and productivity.
- Support unit staff charges their time to the different project activities in a manner which accurately reflects their level of effort.
- Coordinate as needed with other MSH projects in Bangladesh to assure uniform application of policies and increase efficiencies whenever possible.
QUALIFICATIONS
Background Education and Experience
Required:
- Bachelor’s degree in business administration, finance, and accounting or other relevant discipline or equivalent experience.
Required:
- Three (3) years of experience managing, in increasing roles of responsibility, finance, procurement, contracts management, logistics and/or human resource related matters for international development activities of similar dollar value.
- Experience with donor-funded projects preferably in Bangladesh.
Preferred:
At least one years’ experience in financial and operational management of complex US Government funding strongly preferred.
Knowledge and Skills
Required:
- Good knowledge of USG financial reporting and compliance requirements.
- Strong ability to communicate clearly and concisely in English, both orally and in writing.
- Ability to work collaboratively in a complex, high pressure and diverse work environment with many deadlines both as a member of a team and autonomously.
- Excellent computer skills including Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook and Internet research.
- Excellent writing, organizational and communications skills including organizing, scanning and summarizing information.
- Demonstrated prioritization, organization, planning, time management, and problem-solving skills.
- Excellent time management and multi-tasking ability.
