Our client is seeking an Ethics and Compliance Analyst. The candidate shall be located in the Washington, D.C. metro area and have at a minimum a bachelor's degree and 10 years of experience working with federal government agencies in the area of Ethics and Compliance.
Assist ethics management by providing analysis and advice for complex ethics and legal issues. This includes the review of ethics documents such as Confidential Financial Disclosure Reports, Public Financial Disclosure Reports, Outside Activity Requests, and Outside Activity Reports for technical compliance and conflict of interest analysis. The candidate shall draft conflict of interest waivers and authorizations.
Review of internal ethics procedures and policies. Assist with the ongoing review of internal ethics procedures and policies to help streamline and make operation more efficient. The analysis will assist in preparation of reports relating a variety of ethics actions. These reports shall be used in presentations and mandatory organizational reporting.
In addition, the candidate shall prepare and submit the following reports in the manner stated below and in accordance with the schedule of deliverables. Upon request, the candidate shall provide documentation evidence of all their work product, including, the following reporting all areas listed above. All reports shall be submitted in electronic format and shall be compliant with Section 508 of the Rehabilitation Act of 1973.
- A bachelor’s degree in a scientific, business, or legal related field; and 10 years of hands-on related experience with Federal government ethics.
- Scientific background and/or experience/familiarity with science terminology.
- Legal background and/or experience in working with legal documents.
- Demonstrated ability to analyze, review, coordinate and provide executive expertise relating to Federal government ethics.
- Strong communication skills, both oral and written.
- Contractor personnel shall speak and write fluently in English.
- Excellent analytical, organizational, and time management skills.
- Experience with Microsoft Office Suite (e.g. MS Word, Excel, Outlook, SharePoint, PowerPoint).
- Attention to detail.
- The ability to obtain a security clearance at the Non-Sensitive (Tier 1) level, including Suitability Determination and National Check and Inquiry Investigation with fingerprinting within the timeframe specified.
- Managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices is required.
