HNTB is seeking an experienced environmental compliance specialist to join our growing Environmental team within our NY Planning & Mobility department. This role would support our clients with regulatory needs for a variety of local, state and federal clients. The successful applicant will have a working knowledge of federal, state, and local regulations, environmental permitting, and strong technical writing capabilities.
What You'll Do:
- Conducts research, gathers scientific information and data, and leads field investigations among other supporting activities.
- Determines or develops best methodology and technical approaches for conducting analysis in field work; sets up test equipment as necessary to obtain scientific data.
- Using established prescribed templates, prepares data analysis, modeling, written reports, maps, etc. as appropriate to support findings as it pertains to the natural or man-made environment in the study area.
- Reviews and evaluates technical reports and plans of scientific aspects of proposed projects for the environmental review of projects including permitting, and development of mitigation plans.
- Examines and evaluates present and future potential environmental science effects relating to the planning, design, and construction of proposed projects.
- Serves as task lead or principal author in the preparation of reports, graphs, and diagrams on scientific aspects relating to specific projects.
- Provides technical support to project managers as situations arise during the construction of project that require scientific assistance.
- Supports the marketing efforts as assigned.
- Schedules of new and on-going projects.
- Prepares permits for public and private clients with respect to acquisition and compliance for wetland impacts, bridge construction, and/or threatened/endangered species.
- Assists in organizing, preparation of public meetings.
- Attends various meetings with clients, other engineering firms, and staff.
- Performs other duties as assigned.
What You'll Need:
- Bachelor's degree in Geology, Biology, Ecology, Environmental Science, Archeology, Anthropology or related field and 4 years relevant experience, or
- Master's Degree in Geology, Biology, Ecology, Environmental Science, Archeology, Anthropology or related field and 3 years of relevant experience
What You'll Bring:
- Experience with state and local permitting and regulations, including NYSDEC, NYSDOS and NYCDEP.
- Experience with federal environmental permitting, including US Army Corps of Engineers (USACE).
- Provide technical expertise, oversite and quality control for environmental permitting and compliance projects related to air quality, noise monitoring, sewer discharge, stormwater, hazardous waste and hazardous materials management.
- Competency in environmental regulatory programs including, NYSDEC DER-10, NYCDEP/NYSDEC SWPPP, and Local Law 72.
- Experience with air quality monitoring, including preparing community air quality reports, dust emissions monitoring.
- Excellent project management skills and client facing experience.
- Highly collaborative, positive and proactive communication skills.
- Generates original ideas, data, and methodologies tailored to specific conditions or projects.
- Supports marketing and proposal efforts (i.e., serving as lead author for sections of proposals).
- Serves as the field investigator who organizes fields crews, determines methodologies, and guides work to be completed by less experienced staff.
- Reviews and evaluates the field safety plans.
- Prepares and performs environmental compliance monitoring.
- Serves as a reviewer of others analysis in sections of technical reports and providing guidance to less-experienced staff.
- Prepares technical reports for submission to regulatory agencies and for internal use
- Possesses knowledge to gain an advanced certification in established analytical methods with extensive experience in their application.
What We Prefer:
- Experience with MTA, NYCDEP, Port Authority of New York & New Jersey, and Amtrak projects.
- Professional certifications (e.g. CHMM, PE, CEP, PG, CESCP).

The approximate pay range for New York is $72,602.78 - $136,130.21. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
