Western Door Federal is seeking an Environmental Analyst in Washington, D.C. The objective of this work is to review and evaluate environmental compliance and conservation of natural and cultural resource requirements and assist in developing solutions - with a focus on policy - for the Office of the Assistant Secretary of the Army for Installations, Energy, and Environment (IE&E).


Responsibilities include, but are not limited to:

  • Provide support to senior leadership within the ODASA (Environment, Safety, and Occupational Health - ESOH) to facilitate the understanding of congressional and legislative issues impacting Army ESOH programs and initiatives.
  • Assist ODASA (ESOH) with legislative affairs actions, including but not limited to coordination and review of pending legislation and impacts to the Army mission, coordination of legislative inquiries and actions effecting ODASA (ESOH) and subsequent responses, coordination of legislative office visits, preparation of legislative testimony pertaining to the ESOH program, and assistance on miscellaneous legislative actions in support of the ODASA (ESOH) mission.
  • Support the development and implementation of the ODASA (ESOH) legislative strategy.
  • Provide support for tracking and fulfilling Congressional Reporting Requirements that fall under the ODASA (ESOH) purview, to include reports, spend plans, briefings, notifications, and certifications.
  • Assist in the preparation of policy and strategic guidance to either ODASA (ESOH) and/or OASA (Installations, Energy & Environment - IE&E) based upon evaluating and assessing installation, command, and headquarters requirements.
  • Provide management support to either ODASA (ESOH) and/or OASA (IE&E), including coordination of efforts with contractors, Army Commands, and other Government agencies and international entities to ensure maximum sharing of existing environmental management practices.
  • Provide support to the ODASA (ESOH) Environmental Quality Program. Support shall include data collection, analysis, briefing preparation, report development, working sessions, meeting attendance, and coordination.
  • Provide support to ODASA (ESOH) in the assignment, monitor, and completion of congressional project tasks in the Army Enterprise Staff Management System's (AESMS) Enterprise Task Management Software Solution (ETMS2).
  • Provide ODASA (ESOH) and/or the OASA (IE&E) with assistance on ESOH-wide strategic communications. This assistance includes but is not limited to assistance in the development of communication products, development of Army-wide and/or installation-specific environmental information, implementation of the Army’s Earth Day Program and the Secretary of the Army Environmental Awards Program, development of content for social media use, and meeting attendance.
  • Perform other job-related duties as required.

Basic Qualifications:

  • Knowledge of and have a minimum of six (6) years demonstrated (proven) experience with federal, state, and/or local legislative affairs.
  • Knowledge of the federal legislative and budget processes.
  • Excellent interpersonal, verbal, and written communication skills.
  • Ability to work collaboratively with members across OASA (IE&E), the Army, and the broader DoD community.
  • Ability to work under strict deadlines and manage multiple tasks simultaneously.
  • Must be a US citizen and have the ability to pass a background investigation
