A Brief Overview
Serves the organization by providing neutrality in all employee and labor relations matters. Advocates for all staff by listening to concerns, providing guidance, conducting investigations ensuring a consistent and equitable application of HR policies and procedures. Responsible for developing both immediate recommendations and long-term prevention plans with the assigned HR Business Partner. Assists in the development of Employee Relations Support Specialist.
Adopts an enterprise philosophy to ensure consistent application of laws and policy resulting in compliance and employee engagement.
What you will do

  • Fact Finding and Investigations
  • Conducts reviews, investigations and various fact findings across the enterprise; conducting interviews, gathering facts/evidence, and ultimately produce reports and other documentation that respond to allegations and claims.
  • Conducts investigations and fact findings for high profile complex cases
  • Leads Physician Related Fact Finding, following the guidance provided by Med Staff Affairs
  • Work closely with the Employee Relations Team, HR Business Partners, Security, Payroll, Legal, Departmental Leaders and other HR Units throughout the process
  • Conducts title IX investigations
  • Uses ICARE Values to ensure all feel welcome, safe and supported in all interactions.
  • Partners with Business Partner making sure they are aware of the work being done and then meets to provide preview of findings and recommendations.
  • Assesses the length of an investigation at the beginning and keeps manager aware to set expectations
  • Keeps clear and concise investigation notes that can be provided to legal as needed
  • Provides Findings and Recommendations (SBAR) within 5 days of last interview, seeks feedback from manager to improve on reports as well as ensure consistency of practice.
  • Labor Relations
  • Understands the 1199c Contract and how it impacts the work environment and related processes
  • Conducts investigations in collective bargaining units
  • Facilitates grievance hearings and assist with the resolution of grievances
  • Provides timely decisions within the required timeframes of the contract
  • Policy Interpretation and Process Development
  • Reviews and is knowledgeable on CHOP policies and procedures
  • Provides “tier 2” guidance to employees and managers on CHOP policy interpretation
  • Creates new processes to support efficiency and submits to HR Manager for evaluation.
  • Review trends and barriers in the fact finding process and makes recommendations on policy changes or new policies
  • Compliance
  • Participates in and provides a broad range of support for programmatic enterprise-wide activities such as Flu Vaccination, TB, Mandatory Education
  • Reporting
  • Maintains clear well written notes in the tracker and ensures all information is in within the pay period that it occurred.
  • Uses the system to create reports that identify trends. Reports out regularly with HR Manager on the trends and provides guidance to BP team.
  • Training and Development
  • Attends required training to develop fair and just fact finding skills
  • Stays up to date on employment law and CHOP policy- attending sessions offered (at least 1 a year)
  • Pursues annual development (at least 1 a year)

Education Qualifications

  • Bachelor's Degree Required
  • Bachelor's Degree Human Resources, Labor Relations, or similar field of study Preferred

Experience Qualifications

  • At least three (3) years experience conducting investigations in a corporate or hospital setting. Required
  • At least two (2) years Previous experience in the labor relations Preferred

Skills and Abilities

  • Knowledge of employment laws; Federal, Pennsylvania, and New Jersey (Required proficiency)
  • Skilled in investigative practices and techniques (Required proficiency)
  • Skill in conducting fact-finding investigations (Required proficiency)
  • Must demonstrate a high level of emotional intelligence (Required proficiency)
  • Must be empathetic (Required proficiency)
  • Skilled communicator - written and verbal (Required proficiency)
  • Skilled in conflict resolution techniques and strategies (Required proficiency)

Licenses and Certifications

  • Professional Human Resources (PHR) - HRCI - upon hire - Preferred or
  • SHRM Certified Professional (SHRM-CP) - Society of Human Resource Management (SHRM) - upon hire - Preferred
