Leidos has an opening for a Director of Jurisdiction & Classification, to lead centralized core activities relating to jurisdiction and classification assessments (JCAs). As a core pillar of Leidos’ Global Trade organization, you will be leading the JCA program , as well as providing strategic technical advice for product development (e.g., design for export), conducting assessments of marketing documents and technical proposal packages, and advising on internal safeguards to ensure compliance with applicable regulatory regimes.
The successful candidate will have a proactive and pragmatic approach to global trade compliance, deep subject-matter experience, strong experience in defense export revies, and effective communication across all levels of the business.
Location: While the position is identified as Remote, the opportunity to work in-office on a hybrid or full-time basis is available at our Reston, VA location.
Key Responsibilities:
- Providing strategic vision and pragmatic implementation of the JCA program
- Conducting assessments on the jurisdiction and classification of hardware, software, and technical information
- Providing technical advice during product development and internal research and development (e.g., design for export)
- Coordinating on public release with functional stakeholders
- Assessing marketing and proposal documentation for export controls purposes
- Developing standard work for accurate jurisdiction and classification assessments
- Developing and administering a training program to qualify certain Leidos’ employees to perform JCAs
- Designing and leveraging trade data analytics to identify compliance risks, cost-savings opportunities, and other metrics of value and effectiveness
- Overseeing university projects and programs as required, specifically related to fundamental research analyses
- Lead strategic projects focused on enhancing capabilities of jurisdiction and classification systems and other business systems that utilize jurisdiction and classification data
- Assess potential impact to the business of applicable regulatory and legislative changes and determine necessary actions and communications with the appropriate internal and external stakeholders
- Identify and resolve emerging and existing trade-related issues and risk areas
- Support audits, assessments, and/or investigations into potential non-compliance with established procedures and U.S. trade regulations
Basic Qualifications:
- Bachelor's degree required and 17 years of relevant experience.
- Prior experience must include 7+ years of Global Trade Experience, with a significant portion dedicated to Jurisdiction and Classification Assessments.
- 5+ years of senior management experience.
- Extensive functional knowledge of the export classification process, including direct experience classifying products under the U.S. Munitions List (USML) and U.S. Commerce Control List (CCL).
- Defense industry experience.
- Experience interfacing effectively with U.S. government regulators.
- Demonstrated ability to design, deploy, and administer effective trade compliance policies and procedures.
- Strong communication and interpersonal skills.
- Sound judgment and attention to detail.
- A team player mentality, with ability to execute both strategically and operationally.
- Ability to problem-solve and to work under time-sensitive circumstances.
- Proactive and solution-oriented with a business-friendly mindset.
- Self-motivated and results-oriented with ability to prioritize and make independent decisions.
- US citizenship is required and able to obtain Secret security clearance or above.
Preferred Qualifications:
- Engineering-related field preferred
- 10+ years of US export and import law experience
- Advanced degree
- Knowledge and ability to apply customs classifications
- Awareness of or experience with Australia and UK strategic military and dual-use item classifications

Pay Range:Pay Range $148,850.00 - $269,075.00
