Avint LLC is seeking a highly skilled and motivated Digital Transformation Portfolio Manager to join our team in Northern Virginia supporting a multi-award Blanket Purchase Agreement (BPA) for the Department of Homeland Security (DHS). This pivotal role is responsible for driving digital transformation initiatives, overseeing program operations, and ensuring the successful execution of tasks and deliverables across multiple projects. The Digital Transformation Portfolio Manager will leverage their expertise in program and project management, digital strategy, and leadership to advance DHS's mission of protecting the nation’s critical infrastructure.

Responsibilities:

  • Lead digital transformation efforts aligned with DHS’s mission, driving innovation and cybersecurity modernization.
  • Provide full program and project management support, ensuring adherence to best practices and DHS standards.
  • Oversee daily operations across projects, ensuring smooth execution, risk management, and alignment with objectives.
  • Manage schedules and budgets to ensure on-time, on-budget delivery of high-quality results.
  • Establish performance metrics and reporting frameworks for data-driven decision-making and continuous improvement.
  • Collaborate with cross-functional teams and DHS leadership to drive consensus and align with organizational priorities.
  • Lead resource allocation, ensuring skilled personnel support project goals while mitigating potential constraints.
  • Maintain comprehensive project documentation, including progress reports and risk assessments, for transparency.
  • Provide expert support for meetings, ensuring productive discussions and actionable outcomes.
Requirements

Experience:

  • 15+ years in technology, including 7+ years in IT program management.
  • Proven track record managing large government contracts or working within DHS or other federal agencies focused on cybersecurity.
  • Expertise in leading digital transformation initiatives in government or critical infrastructure.
  • Skilled in Agile and Scrum methodologies for project management.
  • Hands-on experience with cloud platforms (AWS, Azure, Google Cloud) for digital transformation and cybersecurity.

Education:

  • Bachelor’s degree in management, computer science, information systems, or related field (Master’s preferred).

Clearance:

  • Active Top Secret (TS) Clearance with SCI eligibility.
  • Eligible for DHS Sensitive Compartmented Information (SCI) clearance.

Certifications:

  • Required: PMP, ITIL v3 Foundation.
  • Preferred: CISSP, CISM, CCSP.

Technical Skills & Knowledge:

  • Familiar with cybersecurity frameworks (NIST, FISMA, FedRAMP) in federal operations.
  • Strong understanding of DHS/CISA policies, procedures, and strategic goals, especially in cybersecurity and infrastructure protection.

Leadership & Communication:

  • Strong leadership in managing diverse and remote teams.
  • Excellent communication skills, adept at explaining complex technical concepts to non-technical audiences and senior leadership.

Analytical & Problem-Solving:

  • Proven analytical skills with a track record of effective decision-making under pressure.
