BACKGROUND

The Feed the Future Bangladesh Agricultural Infrastructure Development Activity is a United States Agency for International Development funded project implemented by PAE, an Amentum company. The Activity seeks to address the infrastructure needs of farmers through investments in rural roads, market centers, collection centers, cold storage facilities, and irrigation systems. By investing in rural infrastructure, the Activity will increase incomes, create jobs, reduce crop losses, improve agricultural productivity, and strengthen food security.

The main five objectives of the program are:

1. Increase access to markets for agricultural produce, inputs, and services by improving transportation of agricultural produce and inputs, while improving the capacity of Local Government Engineering Department (LGED) to maintain rural roads.

2. Enhance post-harvest handling and storage of agricultural produce by increasing access to post-harvest handling and storage facilities and improving the operation and maintenance of aggregation and storage facilities.

Improve women’s participation in the markets. Engage the private sector in order to maximize the impact of the Activity. Build operation and maintenance capacity at the markets.

POSITION

PAE/Amentum seek a full-time Design Manager. The Design Manager B shall work in PAE/Amentum’s office in Dhaka, with occasional travel to job sites (Faridpur and Rajbari district) to obtain or verify measurements and other relevant information. The Design Manager B will complete all work as directed by PAE/Amentum’s Chief of Party (COP).

The Design Manager’s responsibilities include:

  • Order and review survey reports (topographical, cadastral, engineering, etc.)
  • Order and review geotechnical investigation reports (subsoil investigation, soil investigation, etc.)
  • Order and review structural strength of existing construction infrastructure using standard quality assessment tests
  • Complete engineering and structural designs of rural market and road projects. Review full design packages (drawings, BOQs, environmental plan, design report) and supervise, train and delegating design package components to a structural engineer, CAD operator, and estimator
  • Prepare preliminary designs and parametric cost estimates for feasibility assessments and propose infrastructure based on evaluated needs
  • Issue construction drawings to construction subcontractor. Review and approve as built drawings submitted by construction subcontractor.
  • Collaborate with engineers and other professionals to clarify design drawings and specifications
  • Work closely with subcontractors to ensure necessary information is gathered, PAE standards are understood and followed, and quality is acceptable
  • Checking design accuracy and adherence to standards, as well as respond to comments from the Amentum home office independent design review team in the United States and USAID’s Quality Assurance Activity team (implemented by GPTech) on detailed design packages
  • Work closely with the Infrastructure Project Manager who oversees field construction supervision to ensure a seamless transition between design and construction ensuring compliance and quality management
  • Ensures site selection, survey work, and designs are done on schedule to allow construction to take place before targeted deadlines.
  • Study the Activity’s Standard Designs, Gender Analysis, EMMP framework, design codes and specifications, LGED’s Road Design Standards, technical specifications, BNBC (Bangladesh National Building Code), LGED and PWD’s updated schedule of rates and rate analysis template, and other relevant documents as needed to incorporate into designs. 
  • Assist the Environmental Specialist in developing environmental monitoring and mitigation plans for infrastructure design that aim to mitigate impact of designs on the environment based on the Activity’s Environmental Monitoring and Mitigation Plan.
  • Assist with other related tasks as needed or assigned by COP.

QUALIFICATIONS

  • BS degree completed in Civil Engineering
  • 15+ years of engineering experience required
  • Experience as a structural design engineer required
  • Experience conducting hydraulic and hydrological analysis. Knowledge of urban drainage system design preferred
  • Experience implementing design quality control processes
  • Experience overseeing drafters, surveyors, estimators, and/or engineers preferred
  • Knowledge of AUTOCAD and structural analysis software (STADD pro, ETAB, etc.)
  • Strong organization and communication skills.
  • Good written and speaking in both Bengali and English.
  • Previous experience working with USAID or other donor-funded projects is a plus
  • English language skills, both written and verbal required.
  • Bangladesh nationality/work permit required.
  • Knowledge of environment and climate change impacts on structural design of project components
  • Experience in designing of rural roads, culvert of rural markets, small scale water resources infrastructure etc. are preferable

COMPENSATION

Compensation will be determined based on experience. The selected candidate will be entitled to 11 floating holidays per year, 14 sick leave days, 10 days casual leave, and 15 paid vacation days. They will also receive two festival bonuses equal to one month’s salary each per full year worked.

DURATION OF SERVICE

Appointment will initially be for one year with possibility for renewal.
