ThinkWell will develop a sustainability assessment and transition plan for The Global Fund’s HIV, TB, and Malaria (HTM) portfolio in Indonesia, considering the context of Indonesia’s decentralized health system and Health Law No. 17/2023. This law mandates that health budgeting directly links to performance outcomes rather than proportional funding, fundamentally changing resource allocation with a stronger emphasis on efficiency, accountability, and concrete health outcomes. Through a review of relevant documents, key informant interviews, and secondary data analysis and modeling, we will create a status quo baseline of current investments and transition opportunities, addressing how Indonesia can take full financial and operational responsibility for its HTM programs within its increasingly decentralized health system. The plan will consider various funding scenarios, the country needs, and context and TGF Replenishment cycles through 2030. In this context, Thinkwell will hire a data analyst to support our Health Financing Specialist for this project. The analyst will play a crucial role in supporting the development of sustainability and transition scenarios for Indonesia's HIV, TB, and Malaria programs. This work involves analyzing complex health financing data across Indonesia's decentralized health system, tracking program expenditures and outcomes, and supporting the modeling of various funding scenarios through 2030. This is a full-time position based in Jakarta, Indonesia, for the period of January to 31 May 2025.


RESPONSIBILITIES

1. Undertaking data management (data collection, converting, coding, merging, data cleaning, etc.) from various national sources (e.g. BPS, MoH, MoF, and other ministries/ institutions)

2. Assisting the Health Financing Specialist in analysing data from multiple health information systems (e.g. NHA, IDHS, SUSENAS, SAKERNAS, and BPJS-K sample claims).

3. Conducting statistical analysis with provided dataset to produce high-quality, evidence-based findings and recommendations. Support the analysis of financing flows and fund tracking across different government levels (central, provincial, district) for HTM programs.

4. Assist in developing and analyzing funding scenarios for a potential transition of the HTM program from donor to government funds. Support the analysis of JKN claims data related to HTM services and the potential for their integration into the national health insurance scheme. Analyze absorption capacity for HTM programs across different administrative levels.

5. Actively participate in team meetings and contribute pertinent information, ideas, and suggestions related to project commitments.

6. Collaborating with other TGF and ThinkWell key stakeholders for good delivery dissemination data analysis.

7. Working closely with other ThinkWell, TGF staff, or other key stakeholders.

DELIVERABLES

1. Clean and well-structured dataset covering key service coverage and delivery indicators for HTM programs, formatted for use in statistical software (STATA or R)

2. Clear messaging and dissemination of the results of the analyses

JOB LOCATION: This position is based in the Jakarta ThinkWell Office, Indonesia (Indonesian Nationals Only).

TIMELINE: The position will start in January 2025 and be completed in May 2025.

Requirements

· A minimum bachelor’s degree in biostatistics, econometrics, or a related quantitative field.

· 3+ years of professional experience advance statistical analysis, preferably in the public health sector.

· Excellent analytical and research skills; ability to compile and summarize background information and review literature as needed.

· Proven experience with multivariate analysis.

· Excellent computer skills, including familiarity and experience working with STATA, Microsoft Word, Excel, and PowerPoint.

· Ability to work with large databases, including national, sub-national, and household data.

· Strong interpersonal skills and cultural sensitivity, to effectively communicate with government officials, development partners, other staffs, and stakeholders.

· Ability to effectively work remotely: be proactive, flexible, conscientiousness, and responsive.

· Tech savvy and skilled at visual display of data;

· Good verbal and written communications skills in English and Indonesian

· Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas;

· Ability and willingness to travel up to 25% (local and/or international).
