Leidos is seeking a seasoned Proposal Compliance Analyst/Reviewer to support proposal efforts on a part-time basis. This impactful position is for a Consulting Employee, paid on an hourly basis (overtime eligible).
Primary Responsibilities

Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)

Participate in our standard proposal process from a compliance perspective, from early requirements release through proposal submission. This includes requirements verification and assessment of compliance to the developed content and color teams (e.g., AMU's, Initial Draft, Red Team)

Lead Compliance reviews to ensure proposal artifacts align with the Request for Proposal (RFP) instructions (Section L), evaluation criteria (Section M), and PWS/SOW (Section C).

Provide detailed comments/suggestions to help writers enhance their assigned sections and to bring into compliance.
Basic Qualifications

Twelve or more years of relevant experience in Federal Government proposal development, either in managing proposals or technical solution development

Understanding of proposal responses or experience working as proposal coordinator, manager, or writer responding to Federal Government solicitations

Understanding of, and experience with, the Federal procurement process and regulations (e.g. FAR)

Attention to detail

Excellent writing, organizational, and communication skills

Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint.
Preferred Qualifications
-
Experience supporting a wide variety of solicitation size, complexity, and submission window

Considered a subject matter expert in proposal compliance

Formal proposal training and/or relevant certifications (e.g., APMP, PMP)

Operational roles such as project, program, or technical program management a plus

Possess (and be able to maintain) a Final Secret Clearance or meet the eligibility to obtain (and maintain) a Secret Clearance.

This role is expected to pay within a range of $95 - $115/hour.
