Job Description: 

We are seeking a highly skilled Program Analyst to support the successful execution of various programmatic and financial responsibilities within the organization. The Program Analyst will be responsible for analyzing project/product milestones and budgets, recommending programmatic adjustments, and assisting with the development of program budgets and acquisition management positions. This position is critical for ensuring compliance with DoD acquisition processes, as well as providing support to senior leadership through data-driven insights and strategic recommendations.

Responsibilities:

  • Program and Budget Management:
    • Analyze project/product milestones and budgets, providing recommendations for programmatic adjustments to optimize resource allocation and performance.
    • Develop and manage program budgets, ensuring that financial resources are effectively allocated and monitored throughout the lifecycle.
    • Contribute to Program Objectives Memorandum (POM) submissions, detailing program budget and resource needs for future fiscal years.
    • Analyze budget estimates to ensure compliance with established policies, guidance, and limitations set by Congress, OMB, OSD, HQDA, and PEO IEW&S.
    • Develop and deliver senior leader briefings on out-year funding matters and program financial projections.
  • Coordination and Reporting:
    • Provide inputs and responses for financial requirements requested by HQDA Army Budget Office (ABO), HQDA Assistant Secretary of the Army (ASA) Acquisition, Logistics and Technology (ALT), and PEO IEW&S.
    • Prepare Program Budget Briefs, Smart Charts submissions, Unfunded Requirements requests, Spruill Charts, Program Management Review slides, and QPR slides.
    • Prepare and submit Purchase Requests (PR) Forms, IT Budget Exhibits, Testing and Evaluation (T&E) Budget Exhibits, and Field Service Agreements.
    • Serve as the primary lead on responses to external and internal taskers, ensuring timely and accurate completion of deliverables.
    • Assist in the coordination of program updates and presentations to OSD, Congress, and Service Headquarters (e.g., HQDA).
  • Contracting and Acquisition Support:
    • Prepare service contract approval request packages and coordinate acquisition actions with appropriate contracting personnel.
    • Assist in the preparation and submission of acquisition documents and track the status of approvals.
    • Ensure compliance with all acquisition processes and procedures, ensuring alignment with DoD policies.
  • Administrative and Team Support:
    • Support short-notice tasks with quick turnaround (within 24 hours before suspense deadlines), ensuring timely responses and proper configuration control.
    • Track and monitor mandatory training requirements for all personnel.
    • Provide general administrative support, including scheduling meetings, maintaining project documentation, and ensuring follow-through on action items.
  • Coordination and Stakeholder Management:
    • Coordinate tasks and monitor the fulfillment of contract requirements, ensuring the timely delivery of services and products to customers.
    • Foster collaboration among cross-functional teams to develop and execute acquisition strategies and program objectives.
    • Serve as the primary point of contact for internal and external stakeholders, ensuring clear communication and successful coordination of activities

Required Skills: 

  • Project Management Professional (PMP) or DAWIA Practitioner Level Certification in Program Management.
  • Strong experience in DoD Acquisition programs and the PPBE process.
  • Ability to analyze and interpret complex budget estimates and program requirements.
  • Experience in preparing senior-level briefings and reports for high-level stakeholders.
  • Proven ability to track and manage project milestones and deliverables.
  • Excellent written and verbal communication skills.
  • Ability to work in a fast-paced, deadline-driven environment with minimal supervision.
  • Familiarity with DoD regulations and compliance requirements related to budgeting and acquisition.
  • Proven experience in DoD Acquisition programs, with strong knowledge of the acquisition lifecycle, cost management, and schedule management processes.
  • In-depth understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process, including its impact on product acquisition and sustainment planning.
  • Strong experience in preparing program updates for Service Headquarters (e.g., HQDA) and for presentation to OSD and Congress.
  • Excellent analytical skills and the ability to present data in clear, concise, and actionable formats for senior leaders and stakeholders.
  • Strong communication and coordination skills, with the ability to manage multiple stakeholders and ensure alignment on program milestones.
  • Experience in managing and leading cross-functional teams to ensure the successful execution of programs.

Nice to Have Skills: 

  • Experience with DoD Biometrics programs or interagency biometrics stakeholders.
  • Knowledge of DoD acquisition reporting requirements, including QPRs, PSRs, and other briefing materials.
  • Familiarity with risk management practices in DoD acquisition programs.
  • Experience preparing responses to high-level taskers from OSD, HQDA, or Congress.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and other project management tools.
  • Experience within the DoD Biometrics community or experience working with interagency biometrics stakeholders.
  • Expertise in preparing responses to high-level taskers from OSD, HQDA, PEO IEW&S, PM TS, and other senior government organizations.
  • Familiarity with risk management frameworks in DoD acquisition programs and the ability to develop and implement mitigation strategies.
  • Strong proficiency in DoD reporting requirements, including the development of QPRs, PSRs, and briefing materials for senior leadership.

Years Of Experience:

  • Five (5) years of relevant experience in DoD systems acquisition
  • Bachelor's Degree in relevant discipline or Five (5) additional years relevant experience
