About the Project
The Ministry of Health and Family Welfare (MoHFW) has launched the Metropolitan Disease Surveillance Strengthening component under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM). This initiative, supported by the World Bank through the Transforming India’s Public Health Systems for Pandemic Preparedness Program (PHSPP), spans 20 cities across India. PATH is identified as a key partner by the World Bank in establishing a Technical Support Unit (TSU) to provide expert guidance for the design and implementation of this initiative.
TSU is providing strategic direction and technical support for the initial two years of the program, leveraging global experience and best practices to strengthen metropolitan disease surveillance. The primary objective is to facilitate operationalization, address challenges, and promote innovations as global public goods.
Position Overview
PATH is currently seeking for a Consultant – Information Technology Expert on Third Party Payroll - Randstad. The Consultant – Information Technology Expert will play a critical role in guiding the implementation, monitoring, and enhancement of the IT systems for the metropolitan disease surveillance program and Public Health Emergency Operation Centre. This role involves close collaboration with national health authorities, stakeholders, and technical partners to ensure the program's success and long-term sustainability.
Key Roles and Responsibilities

IT Systems Evaluation: Conduct comprehensive evaluations of existing IT systems and infrastructure across representative cities, drawing insights from global best practices to identify areas for improvement.

Programmatic Support: Develop technical guidance notes on IT system requirements to enhance metropolitan surveillance systems. This includes aligning with and complementing the Integrated Health Information Platform (IHIP) to enable targeted geospatial mapping of disease hotspots and vulnerable populations. Additionally, the initiative involves mapping urban health facilities from both public and private health facilities within IHIP and providing training to S, P, and L form users to ensure effective utilization of the platform for improved disease surveillance and response.

System Optimization: Lead efforts to enhance the performance and scalability of IT systems used in metropolitan disease surveillance, ensuring alignment with national health priorities and global standards.

Collaboration: Collaborate with government counterparts, technical partners, and stakeholders to support the operationalization of advanced IT solutions within metropolitan disease surveillance units.

Private Sector Integration: Assess challenges and propose strategies for enhancing private sector hospital participation in real-time disease surveillance, leveraging global experience in metropolitan cities.

Technical Support to Public Health Emergency Operation Centre (PHEOC):
(i) Ensure robust IT infrastructure, including hardware and software systems, internal and external telecommunications, and comprehensive information management.
(ii) Support telecommunications networks with high-speed and redundant internet connections and conduct connectivity assessments.
(iii) Facilitate video and web conferencing capabilities within PHEOC.
(iv) Ensure functionality of large-screen video displays for decision-making and media monitoring tools for real-time scanning and verification.
(v) Provide technical inputs on securing computer networks from external threats, power fluctuations, and outages.
(vi) Support operationalization of required hardware, including servers, workstations, and peripherals, and ensure data backup mechanisms.
Qualifications and Experience

Education: A bachelor’s or master’s degree in computer science, information technology, or a related field. Advanced degrees such as MCA or PhD are preferred. / A medical graduate with an MPH or MBA in healthcare, along with more than five years of experience in health IT, will also be considered.

Experience: Minimum of 10 years of relevant experience in IT systems development, integration, and implementation, preferably in the public health sector or similar domains.
Essential Skills

Technical Expertise: Strong proficiency in IT infrastructure design, data management, and system integration. Knowledge of health information systems, geospatial tools, and digital health solutions is highly desirable. Familiarity with IHIP, HMIS, e-Sanjeevani application, etc. will be preferred.

Project Management: Proven ability to manage complex projects, ensuring timely delivery of results while maintaining high standards of quality and accountability.

Stakeholder Engagement: Demonstrated experience working collaboratively with government agencies, donors, and development partners at national and state levels.

Communication Skills: Excellent verbal and written communication skills in English and Hindi, with the ability to clearly articulate complex technical concepts to diverse audiences.

Health Systems Knowledge: Deep understanding of India’s health system, including disease surveillance mechanisms and key national health programs such as NHM, Ayushman Bharat, and PM-ABHIM.

Flexibility: Ability to travel up to 30% of the time for program-related activities and adapt to evolving project needs.
