The LaGuardia Airport Redevelopment and Ground Access Program (collectively, “LGAR”) is currently seeking a motivated and experienced individual to co-manage the public outreach and community relations for LGAR. The Community Outreach Manager will be part of the consultant program management team at HNTB Corporation and act as one of the primary points of contact between local stakeholders and elected officials in communities surrounding LaGuardia Airport and the Redevelopment program team. The position will also be affiliated with the Government & Community Relations department at the Port Authority of NY & NJ (GOCOR-NY) and work with the current LGA Community Outreach Manager. The position reports to the Port Authority’s Deputy Chief, Intergovernmental Affairs and the Program Director of LaGuardia Airport Redevelopment at the Port Authority.

What You’ll Do:

  • Serves as one of the primary points of contact with external community and governmental stakeholders on information about the Program. Schedules and coordinates stakeholder meetings and public information sessions.
  • Designs and implements, in collaboration with governing project authorities and subject to approvals, a Public Outreach Program to keep the community informed. Co-manages the project outreach office. Provides routine regular, formal and informal updates to the public at community meetings and other community events.
  • Drafts and prepares, in collaboration with governing project authorities and subject to approvals, printed material, slide presentations, handouts, periodic updates and notifications, newsletters and displays for ongoing public involvement. Provides content for the dedicated public outreach website. Maintains database of all interested persons, businesses, and organizations participating in the Program or from the community. Submits weekly summaries of public participation efforts and outcomes.
  • Informs, educates, and directly engages continuously with all those interested or impacted by the Redevelopment Program within the community. Solicits feedback from elected officials, community leaders, local businesses, or other stakeholders, community boards and other local community groups. Represents the Program at community events sponsored by the Program and/or program partners, including evening or weekend events.
  • Works with the other key program stakeholders, including program consulting firms, terminal operators, airlines, contractors, etc. in public communication efforts. Maintains effective relationships and communications with key units within the Port Authority (PA).
  • May assist in activities needed to obtain and maintain necessary approvals, permits or agreements with external agencies (including, but not limited to the FAA, NYSDOT, NYSDEC, NYCDOT, NYCDEP, local transportation departments and transportation authorities, etc.) to supplement the Program.
  • Develops, implements, manages, and supports the community betterment program, including periodic job fairs in partnership with governing project authorities, capacity building programs for small, local, and diverse or disadvantaged businesses, education programming for local students, and other events or initiatives with a direct nexus to the Redevelopment Program.
  • Assists in overseeing labor force reporting for review by agency units.
  • Refers qualified, small and local businesses to contracting opportunities with the Port Authority or with PA-partners at the Airport, and qualified job candidates to PA Human Resources or other Airport job referral organizations.
  • Performs other duties as assigned.

What You’ll Need:

  • Bachelor’s degree in relevant field
  • 3 years experience working in an elected official’s office, governmental agency, or nonprofit organization on public engagement and community outreach, or related experience 
  • In lieu of Bachelor's degree, 5 years of relevant experience

What We Prefer:

  • Ability to work with a range of stakeholders, including elected officials and their staff, community leaders and residents, Port Authority Staff, and others.
  • Is aware of and able to perform the role within the ethics policies of the Port Authority and public sector values in general.
  • Resume must clearly highlight and demonstrate familiarity with communities and experience working with community stakeholders near LaGuardia Airport and the surrounding area.
  • Familiarity with MTA Bus Company and New York City Transit preferred but not required.
  • Bilingual (Spanish speaking) preferred.

Additional Requirements

  • Must be willing to work on site at the LaGuardia Airport Redevelopment Outreach Office located in East Elmhurst, NY, or LaGuardia Airport, with periodic travel to the World Trade Center.
  • This role requires occasional travel to attend community meetings and events outside of the East Elmhurst office.
  • The position may involve evening or weekend availability to accommodate community engagement activities.

    The approximate pay range for New York is $72,602.78 - $136,130.21. Please note that the pay range provided is a good faith estimate for the position at the time of posting. Actual compensation will be dependent on factors, including but not limited to, the individual’s qualifications, experience, knowledge, skills, and abilities as well as physical work location within the state.
