CORE – Haiti is pursuing a competitive grant from the Blue Planet Fund that will contribute to the protection, restoration, and sustainable management of the marine environment in Haiti. The intended impact of the project is to ‘place the ocean on a path to recovery, enabling local communities and nature to thrive.” The key objectives for a CORE-led project will focus on vulnerable coastal communities and aim to reduce multi-dimensional poverty, protect and sustainably use marine ecosystems, and increase gender equality, disability, and social inclusion (GEDSI) in coastal communities.
CORE is seeking a Climate Adaptation Proposal Technical Lead and Writer (Consultant) to serve as the technical lead in thedevelopment of new climate resilience proposal. The Consultant will work closely with the Deputy Director of Global Business Development and the Haiti country team to develop a proposal that responds to the requirements of a Blue Planet Fund’s RFP. Specifically, the consultant will serve as the lead technical writer for the climate adaptation project’s technical design. Additionally, the consultant will support the articulation of the project’s evidence base, anticipated impact on marine ecosystems and local communities, GEDSI-related impact, and alignment with national and international priorities. The consultant will report to the Deputy Director of Global Business Development.
· $6,000 upon completion of services
· The duration is from early March to March 24th
· This role is fully remote.
· Must be able to work in Eastern US or Central European time zones.
· Collaborate and coordinate with proposal development teams in Haiti and CORE-HQ to understand the proposal requirements and CORE’s proposal development plan.
· Develop the technical design for the project. Project activities may include management of marine protected areas, sustainable fishing practices, aquaculture, coastal livelihoods, mangrove plantation, and land-based erosion management
· Conduct meetings and consultation with the climate resilience technical program managers in Haiti to develop a thorough understanding of current climate resilience programs and opportunities for growth and enhancement.
· Conduct a desk review of available climate resilience research and best practices (including a CORE-led needs assessment) to ensure an evidence-based program design that is relevant to the Haiti context.
· Support the development of the project’s budget, M&E Plans, beneficiary targeting, and partner vetting.
· Proposal Narrative (including needs assessment, project description, methodology, evidence-base, etc)
· Review the proposal Budget, MEL Plan, Beneficiary Targeting, and Theory of Change.
· Travel to Haiti is optional and not required.
University degree in a relevant technical or international development area of study.
Advanced degree in a technical field would be an advantage.
Relevant technical fields include natural resource management, environmental sciences, or environmental policy/planning.
· Minimum 8 years of relevant experience; 4 within environmental science, sustainability, or similar field
· Extensive experience designing and/or implementing projects for climate adaptation / mitigation in ecological themes such as coastal resilience, blue & green economy, ridge to reef, aquaculture, and biodiversity
· Demonstrated experience writing winning proposals in a similar technical field
· Experience conducting desk/secondary research using peer-reviewed literature, global best practices, and industry publications.
· Previous experience working in a low- or middle-income country.
· Experience with M&E, budgeting, and GEDSI would be an advantage
· Experience in conflict and insecure contexts is an advantage.
· Experience working in Haiti is an advantage
· French or Haitian Creole language skills is an advantage
