About the Role:
Provides project management support, analysis, and subject matter advice to the Communications, Governance, and Strategy Group.
What you will do:
Include but are not limited to:
• Provides procedural and technical guidance to Executive Leadership, headquarters and field operations in assigned program areas.
• Participates in multi-functional team activities, special projects and management studies within a specialized area or area of expertise.
• Provides guidance in the development and maintenance of data and other information in connection with national programs.
• Analyzes existing programs and procedures, identifies problems, and develops countermeasures and implementation plans.
• Perform research and analysis of issues presented by Inspection Service and Postal management.
• Participates in the development of new methodologies for program and project evaluation and review.
• Participates in the analysis, development, evaluation, and review of policies, programs, procedures, systems, processes, and standards for compliance with established guidelines.
• Develop and deliver training materials. Provide training to Inspection Service personnel on a variety of Compliance and Strategy matters.
• Produce status reports on projects, periodic and milestone deliverables as required.
• Serve as a liaison to various headquarter groups and field divisions.
• Research and analyze policy or procedural questions and provide guidance on appropriate courses of action and procedural next steps as they apply to the Inspection Service Manual.
• Provides expert advice, guidance, and support to Inspection Service personnel.
• Support the development of organizational policies and procedures, reviewing and editing drafts, and applying knowledge and expertise to the process.
Minimum Qualifications & Skills:
• Bachelor’s degree from an accredited college or university and 20 or more years of Law Enforcement experience involving the management of people and programs; project planning and development; strategic planning, goal setting and measurement.
• Ability to communicate orally and in writing sufficient to express thoughts and ideas to various audiences, both professional and non-professional people.
• Extensive experience in developing policies, programs, and procedures.
• Ability to deliver high-quality documentation with a demonstrated attention to details.
• Strong technical writing and presentation skills (white paper, manuals, instructions, etc.)
• Experience with editing, preparing, and producing technical reports and documentation.
• Experience with style guides and formatting of technical documentation and manuals.
• Ability to plan and manage cross-functional projects and programs.
• Ability to schedule and meet project deliverables, reviewing project progress and recommending changes in methodology where necessary in support of national program related projects.
• Experience with project management comparable to USPS programs or projects.
• Extensive experience planning, coordinating, and monitoring projects of national scope and significance.
• Relevant experience including but not limited to extensive knowledge of analytical techniques; experience in gathering, analyzing and evaluating data to assist in completing complex national projects, and produce finished reports.
• Significant and relevant subject matter experience in law enforcement criminal and security programs.
• Functional knowledge of USPS policies, procedures, jurisdiction and federal law enforcement investigations.
• Experience in developing and presenting training related to federal law enforcement.

• Must be a U.S Citizen or Legal Permanent Resident.
• Favorable credit check for all cleared positions
• Successfully passing a background investigation including drug screening.

• Standing/Walking/Mobility: Must have mobility to attend meetings with other managers and employees. Standing for prolonged and extended periods of time.

• Fingering/Grasping/Feeling: Must be able to write, type and use a telephone system 100% of the time.
• Sitting: Sitting for prolonged and extended periods of time.
