About the Position
The Business Development Recruiter will be responsible for delivering full life cycle recruitment and staffing. As a Business Development Recruiter, you will partner with hiring teams and division leaders in the firm to anticipate, grow, and execute on bringing high performing talent to the organization for new business opportunities and proposals. He/she will be responsible for rapid recruitment to include sourcing, generating leads, identifying, screening, interviewing, negotiating offers with, and recommending candidates to be hired for proposals under Dexis Professional Services. The Business Development Recruiter will work to attract competitive talent through networking and develop and implement strategic recruiting initiatives to grow prospective talent pools.
This job is located on site in Arlington, Virginia and required onsite two (2) days per week.
Responsibilities
- Effectively partner with Division Leadership including the Talent Acquisition team and others across Dexis to source for contacts, generates leads, identifies, screens, interviews and recommends potential candidates to be considered for live and upcoming proposals under Dexis Professional Services.
- Perform full life cycle recruitment for proposal staffing, to include capture efforts, client research, and live proposals.
- Develop scopes of work for key personnel, non-key personnel and recommend staffing structures that are responsive to solicitations.
- Develop strategies for building pipelines of qualified candidates to align with target markets and proactively identifies new and innovative sourcing strategies for both current and future recruits.
- Recruit qualified candidates to fill proposal openings utilizing resume databases, employee referrals, social networking; ensuring positions are filled in a timely manner.
- Leverage social media networks to look for, advertise, and connect with potential candidates.
- Develop and maintain relationships and a pipeline of strategic technical experts, as well as broadly recruit junior, mid and senior level talent for new opportunities.
- Develop and post position advertisements, acquiring necessary approvals through our recruitment system.
- Maintain accounts and relationships with various job boards and career networking websites.
- Log active and prospective candidate information into applicant tracking system and candidate pipelines and continually updates recruitment trackers.
- Source candidates on DevEx, LinkedIn, ClearanceJobs.com etc.
- Arrange interviews; prepare and negotiate offers to finalists, including contingent offers at proposal stages.
- Conduct reference checks and completes biodatas for candidates as needed, including collecting verification documents and routing for signatures.
- Support writing and formatting of CV’s, LOC’s or other required documents for compliant proposal submission.
- Support development of candidate matrices to be submitted in proposals.
- Submit recruitment questions during Q&A periods of live proposals.
- Collaborate with the hiring managers to finalize candidate selections by preparing and supplying vetted candidates.
- Collaborate with teammates to cross-sell and/or fulfill open positions across other lines of business as appropriate.
- Maintain compliance with EEO and OFCCP regulations, keeping applicant flow data for Affirmative Action Plans.
- Participate in Talent Acquisition team meetings; shares regular updates or changes in policies, procedures, software’s to the DPS Division managers.
Qualifications
- Bachelors degree in human resources, organizational development or relevant field.
- 4+ years of recruitment experience required.
- The ideal candidate must be self-driven, possess a high degree of ownership and have strong business acumen, excellent business writing and influencing skills,
- Experience operating in a fast-paced environment with a high level of ambiguity.
- Ability to readily adjust priorities and execute the most pressing responsibilities in a seamless manner.
- Prior experience working on proposals with tight deadlines for USG clients.
- Strong networking, interviewing, and interpersonal skills.
- Proven communication and networking skills including professional phone manner and ability to handle cold calling assignments.
- Knowledge of employment laws, OFCCP, and EEO regulations, standard HR practices and procedures strongly preferred
- Proficient in using applicant tracking software.
- Strong oral and written communication skills, be able to interact effectively, and in a professional, tactful manner with candidates, employees and senior management.
- Metrics-oriented, analytical thinker who is able to analyze, interpret, present and act upon data.
- Strong computer and database application skills and proficiency with spreadsheets (Excel, PowerPoint, Word.)
- A high level of confidentiality in handling employee information.
Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.
Dexis pay range for this role:
$68,000—$83,000 USD
