Job Description

JOB SUMMARY:
The Senior Business Analyst - HRIS is responsible for creating business requirements documents for reporting and systems development projects, production reporting, special projects, and other systems-related tasks. This includes collaborating with stakeholders to gather business requirements, developing related requirements documents and reports, managing projects, and supporting user acceptance testing. This also includes working directly with our Oracle Human Capital Management (HCM) Cloud Suite to implement and test solutions and provide end-user support for the use of the suite. This position is required to work onsite in our Jacksonville, FL office, must live within a 50-mile radius. Visa sponsorship is not available for this position. 

ESSENTIAL FUNCTIONS:
• Collaborates with stakeholders and project team members on mid- to large-scale projects to identify business needs, establish project scope, and engineer requirements in support of solutions selected for implementation, particularly in the Performance Management, Talent Management, Succession Planning, Skills Management and Learning and Organizational Development areas. May also assist other Team Members in supporting one or more of the following areas: Payroll, Benefits, Compensation, Talent Acquisition, Core HR, Strategic Workforce Planning and Reporting & Analytics.
• Facilitates or participates in collaboration activities with both business and technical stakeholders to engineer requirements (e.g., business, functional, non-functional, and data requirements), ensuring compliance with corporate standards and creating flow diagrams, use cases, user stories, and other forms of business documentation.
• Develop solutions in the Oracle HCM Cloud for Performance Management, Talent Management, Succession Planning, Skills Management. May partner as needed with IT groups and outside professional services for developing solutions.
• Responds to production support issues by performing initial triage, providing end-user support, documenting workarounds, and escalating issues to IT when necessary.
• Authors or assists in the development of test plans and strategies, coordinates testing events, and executes test cases in support of business systems changes.
• Evaluates investment opportunities, establishes evaluation plans, assesses post-implementation results, and reports on findings, providing change recommendations if necessary.
• Develops materials to facilitate the adoption of changes by end-users, including policies, procedures, training materials, job aids, and communications.
• May coach, counsel, or train less-experienced staff and provide input for performance management, goal setting, and review processes.
• Assists in the development of corporate and departmental policies, procedures, practices, methods, and standards.
• Models ethical behavior and executes job responsibilities in accordance with Citizens core values, ethics, and information protection policies.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:
• Bachelor’s degree in Business, Information Technology, or a relevant field, or 3 years of relevant experience, or a combination of both college education and relevant experience.
• 6 or more years of demonstrated experience in business analysis or business systems analysis, with at least 3 years of experience in the HRIS / HRIM industry or a related field.

PREFERRED QUALIFICATIONS:
• Strongly prefer advanced Experience with HCM Systems in the Performance Management, Talent Management, Succession Planning, and Skills Management areas is required, including how to configure business processes. Experience with Oracle HCM Cloud/Fusion is preferred. Experience in other areas of HR HCM Systems is preferred.
• Strongly prefer proficiency in configuring an HCM Suite and managing change configuration in an HCM environment
• Strongly prefer proficiency with report and data model development, including PL/SQL (Oracle), in an HCM Suite.
• Strongly prefer experience with analyzing data and reports as well as working with HR Analytics.
• Seven (7) or more years of business analyst or business systems analyst experience, preferably in the property and casualty insurance industry.
• Two (2) or more years of experience with Oracle HCM Cloud.
• Experience with web-based application development and support.
• Experience with Scaled Agile Framework (SAFe).
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
• Advanced applied knowledge of system development methodologies, primarily Agile and Waterfall.
• Advanced understanding of technology and its role in business processes.
• Advanced proficiency with Microsoft Office products (Teams, Excel, PowerPoint, Project, Word, and Visio). 
• Proven project management skills with the ability to work within and facilitate cross-functional teams.
• Strong interpersonal skills, including verbal, written, facilitation, mediation, negotiation, collaboration, and presentation skills.
• Ability to work independently on multiple projects concurrently, adapt to change, and meet deadlines in a fast-paced environment.
• Ability to organize material, analyze facts, and develop appropriate recommendations.
• Advanced problem-solving abilities through analytical approaches.

Percentage of time accountable for transactional, day-to-day operational support: 60%
Percentage of time accountable for short-term operational goals: 20%
Percentage of time accountable for long-term strategic planning: 20%
