Position Summary: Tidal Basin has an opportunity to hire a  full-time position in the State of Alaska to fill a Tidal Basin Public Assistance Associate Project Manager role. The selected candidate will work onsite at the designated Alaska Department of Homeland Security & Emergency Management (AK DHS&EM) office location, providing assistance and support on FEMA’s Public Assistance (PA) program, Individual Assistance (IA) Program, and 404 Hazard Mitigation Grant Program (404HMGP). The ideal candidate will develop a solid understanding of these FEMA grant programs and will be capable of managing multiple tasks with demanding deadlines. Candidates shall develop and then demonstrate a successful track record of working collaboratively with stakeholders ensuring compliance with program guidelines; both Federal and State of Alaska disaster declarations.
PA Program Job Duties and Responsibilities include, but not limited to:

  • Help the assigned Tidal Basin Program Supervisor with identifying and establishing tasks, roles and responsibilities of Tidal Basin assigned personnel
  • Help the State of Alaska Department of Homeland Security and Emergency Management (AK DHS&EM) personnel with both federally and/or State of Alaska disaster declarations
    • This shall involve using AK specific policies, guidelines, and checklists, plus working within the AK grant management database
  • Develop an in-depth understanding of FEMA’s Public Assistance Program and Policy Guide
  • When assigned to State of Alaska disaster grant eligible Applicants, provide solid guidance and suggestions through the entire grant process, while gaining experience using FEMA’s Grants Manager web-based platform
  • Travel to in-state locations designated disaster areas and be able to stay on location for extended periods of time
  • Complete all required training
  • Perform other duties as assigned

IA Program Job Duties and Responsibilities include, but not limited to:

  • Help the assigned Tidal Basin Program Supervisor with identifying and establishing tasks, roles and responsibilities of Tidal Basin assigned personnel
  • Help the State of Alaska Department of Homeland Security and Emergency Management (AK DHS&EM) personnel with both federally and/or State of Alaska disaster declarations
    • This shall involve using AK specific policies, guidelines, and checklists, plus working within the AK grant management database
  • Develop an in-depth understanding of conducting inspections and documenting eligible repairs based on event caused damages
  • Develop an in-depth understanding of developing sound cost estimates using the provided software and/or web-based platforms
  • Able to travel to in-state locations designated disaster areas and be able to stay on location for extended periods of time
  • Complete all required training
  • Perform other duties as assigned

404 HMGP Job Duties and Responsibilities include, but not limited to:

  • Help the assigned Tidal Basin Program Supervisor and the assigned Lead Hazard Mitigation Technical Specialist with establishing tasks, roles and responsibilities of Tidal Basin assigned personnel
  • Help the State of Alaska Department of Homeland Security and Emergency Management (AK DHS&EM) personnel with both federally and/or State of Alaska disaster declarations and assist DHS&EM personnel with processing grant applications received
    • This shall involve using AK specific policies, guidelines, and checklists, plus working within the AK grant management database
  • Develop an in-depth understanding of FEMA’s Public Assistance Program and Policy Guide, especially the sections of the guide where 404 Mitigation information is provided
  • Able to travel to in-state locations designated disaster areas and be able to stay on location for extended periods of time
  • Complete all required training
  • Perform other duties as assigned

Skills and Competencies:

  • Able to support the professional relationship between Tidal Basin and State of Alaska DHS&EM Staff
  • Proficient with Adobe Acrobat and Microsoft Office Suite applications, and ability to quickly learn new computer software, programs, or tools, and utilize various video conferencing tools
  • Strong verbal and written communication skills
  • Must be self-motivated, responsible, and confident with a commitment to integrity
  • Must possess high attention to detail, be very organized and able to prioritize multiple projects and meet deadlines
  • Must have a proficient understanding of concepts from applicant intake through project and subrecipient closeout


Education and Experience:

  • A bachelor’s degree is required
  • Knowledge and experience working in an emergency management field preferred
  • Project management or personnel/team management experience preferred


Work Location:

  • Ability to work onsite at the AK DHS&EM designated location unless approved for and assigned to in-state travel, and/or remote location.
    • Must be able to pass a background check to gain access to the Military Base where the AK DHS&EM office is located.
  • Ability to accept assignments and deploy to areas outside of Alaska.
