Position: Associate Program Officer (APO), Program Coordination Unit 

Reports To: Managing Director of Planning and Human Resources

Scope: This is a full-time, non-exempt Washington, D.C. based position. CIPE’s Program Coordination Unit (PCU) is responsible for ensuring the quality and timeliness of proposals and reports that flow from CIPE to its funders. The PCU organizes staff-wide peer review feedback sessions for proposals, tracks active projects, and coordinates professional development trainings. It is the responsibility of PCU to ensure regional and thematic teams are on schedule to submit proposals and reports in a timely manner to CIPE’s main funder, the National Endowment for Democracy (NED), and adhere to a consistent reporting schedule. The Associate Program Officer (APO) will assist in high-level organization and coordination as well as work directly with PCU colleagues (an additional APO and the Managing Director) and CIPE staff across multiple teams who are implementing approximately one hundred active projects with the purpose to strengthen the prose of the proposals and reports. 

Responsibilities: 

  • Coordinate the preparation, review, and submission of proposals and narrative reports to donors, working with all CIPE regional and functional teams. 
  • Provide substantive contributions to reviews of all proposals and reports to donor, in coordination with the Managing Director.
  • Review and prepare documents for the CIPE Board of Directors. 
  • Track implementation status and reporting requirements of multiple projects, with the assistance from a cross-departmental Program Associate (PA). 
  • Work with the PA on maintaining the PCU tracking tools of active projects. 
  • Communicate key deadlines to regional teams as well as deadlines for reports, proposals, documents for CIPE’s Board Book, and project extensions, with the support from the PA. 
  • Document results of internal project meetings and meetings with donors. 
  • Maintain programmatic, financial, correspondence, and contract files in paper form and electronically, with the support of a PA. 
  • Coordinate and where appropriate lead staff training sessions. 
  • Carry out other duties as assigned by the Managing Director . 
  • Contribute to an organizational culture of innovation, integrity, and high performance. 
  • Build and maintain an understanding of CIPE’s broader work in different regions by regularly interacting with regional staff. 
  • Adhere to appropriate CIPE, NED, and other donor policies and procedures. 

Qualifications: 

  • Bachelor’s degree or equivalent in international relations, trade, economics, business administration, public policy or related field required. 
  • 1-2 years of administrative office experience preferred. 
  • Excellent English writing, research, and analytical skills required. 
  • Demonstrated initiative and ability to manage multiple time-sensitive, detail-oriented tasks simultaneously with limited supervision. 
  • Demonstrated strong organizational, interpersonal, critical thinking and communication skills. 
  • Ability to work well under pressure in a fast-paced environment. 
  • Ability to work in a diverse team environment across multiple time zones. 
  • Experience with MS Word, Excel, PowerPoint, and SharePoint. 
  • Demonstrated interest in democracy and/or international development. 

THE SALARY FOR THIS POSITION IS $57,000 PER YEAR
