Overview
DLH is seeking an Applications Programmer/Analyst that will be responsible for assisting with the development and maintenance of a clinical trials network management system to support the network coordinating center (NCC) as part of an NIH-funded research network focused on HIV/AIDS and their common comorbidities, including Tuberculosis and Hepatitis, as well as other emerging infectious diseases.
Responsibilities
- Create and maintain code for the web-based, database-driven trial network management information system.
- Create and maintain database tables and SQL queries.
- Maintain documentation of changes through Azure Devops tickets and CMMI processes.
- Work with end users to gather requirements for changes and updates as needed, including reports and other system outputs.
- Maintain development virtual machine, in conjunction with IT security requirements, running a local copy of the system.
- Understand the underlying mission and data needs of the NCC to provide guidance with data and system requests.
- Create and maintain data transfers between the management system and external third-party systems through APIs and file import/export.
Qualifications
- Bachelor’s Degree in computer science, engineering, or a related field and two (2) years’ experience in information technology and development; or a Master’s Degree in computer science, engineering, or a related field.
- Experience with web-based data systems built on an MVC framework
- Familiarity with relational databases (Oracle, MySQL, SQL Server) and writing SQL statements
- Experience with version control and knowledge of CMMI as it relates to system development and maintenance
- Ability to translate technical information to non-technical staff and conversely understand the technical implications of requests made by system users.

Preferred Qualifications:
- Experience with PHP and PHP-based frameworks (preferred Laminas/Zendframework3)
- Experience with javascript (jQuery) and CSS
- Experience with Oracle (tables, triggers, indexes, sequences)
- Experience with a ticketing system, such as Azure DevOps, and version control (preferably git)
- Experience with running systems on Windows and Linux.
- Passion and skill for quickly learning new tools and approaches
- Ability to adapt to rapidly to changing requirements with a flexible and creative engineering-focused approach to brainstorming, troubleshooting, and problem-solving
Basic Compensation: $90,000.00 -$ 115,000.00 yearly salary
The salary offered within this range will be based on the selected candidates’ skills, experience, education, market data, and internal parity. DLH may offer other rewards that may include performance incentives and program-specific awards. An applicant’s salary history will not be used to determine compensation.
