A BRIEF OVERVIEW
The Analytics Program Analyst (APA) 3 will be a key resource on the Data & Analytics team, responsible to serve as a liaison between the customer community and the technical development teams. The APA will be responsible for eliciting, analyzing, validating, specifying, verifying, and managing business needs of the stakeholders, including customers and end users. The successful candidate will provide user education and work on business intelligence solutions, analytical applications, and data governance. Works closely with business units to build relationships and help operational teams understand the value of analytics. Takes direction and guidance from senior analysts and department leadership to work towards enhancement of self and the team's capabilities around the data and analytic competencies. Mentors junior analysts and guides users across the organization to promote data education and a data-driven culture in all aspects of clinical and business operations.
WHAT YOU CAN EXPECT

Cross Functional Works on multiple complex and cross-functional business intelligence and data analytics solutions, to support various clinical/business areas including quality, patient safety, regulatory, clinical service lines, and administrative functions.

Facilitate Facilitates meetings to elicit requirements using interviews, document analysis, surveys, business process descriptions, use cases, scenarios, business analysis, competitive product analysis, task, and workflow analysis, and/or requirements workflow to transfer knowledge to the development teams.

SME Subject matter expert in analyzing customer requirements and translating them into actionable information, with an emphasis on improving user productivity and business decision making. Communicates the value of analytics end- to -to solution (s) in a way that resonates with stakeholders and leaders.

Stakeholders Manages relationships with stakeholders (including vendors and agency partners) to ensure conformance to deliverables schedules and that teams are aligned with established project goals.

Resource Needs Identifies resource needs (ex: training, evaluation, technical assistance), provides project updates, including milestones and budget spend-down, to stakeholders and Data Analytics leaders.

Best Practices Develops and implements internal best practices and solutions that support the department’s goal to enhance clinical and operational performance improvement with data analytics. Adheres to policies/guidelines for project management, time management, and supporting documentation.

Data and Analytics Manages and improves the data and analytics request intake process by coordinating interviews with stakeholders to understand and document initial business requirements. Develops KPIs and presents findings related to the data analytics intake and prioritization process to ensure timely data and analysis delivery to stakeholders.

Standards Provide business rules and standards, education and support, metadata mentorship, and data quality standards support to domain experts, key partners, stewards and custodians, team members, etc.

Communication Ability to communicate with stakeholder, present findings and recommendations related to data and analytics deliverables. Identify and escalate issues to ensure successful project implementation (on time, on budget, and within scope), and timeliness of deliverables.

Artifacts Maintains and improves templates for all project artifacts (e.g. documents, outputs, objectives, templates) related to all data and analytics deliverables.

Data Analysis Perform data analysis and ad hoc reporting needs using SQL and other BI tools as necessary.

Ad Hoc Assists other analysts as needed or identified.

Ad Hoc 2 Performs other duties as assigned.
QUALIFICATIONS

Required Bachelor's Degree

Preferred Master's Degree

5 years Business/Data Analysis, Business Intelligence, Healthcare Analytics/Quality, Clinical/Operational decision support, or related field Required

2 years Experience or certification in Project Management, SCRUM or Agile development Required

1 year Experience with data governance platforms such as: Atlan, Informatica, Collibra, Talend, etc. Required
