The IT Vendor Management Office (VMO) within the Office of the CIO is responsible for building and managing relationships with suppliers and vendors that provide products and services to ADUSA-IT. The Contingent Labor Program in IT is one of the key channels for external talent staff augmentation with an average yearly spend of $40M and 200-300 resources. This Specialist role will provide support for the governance and administration aspects of the program working closely with various IT and ADUSA stakeholder groups. This role will report into the Manager - Vendor Contracts and work closely with various external partners and staffing providers.
Our flexible/hybrid work schedule includes 3 in-person days at one of our core locations and 2 remote days. Our core office locations are Salisbury, NC; Quincy, MA; Carlisle, PA; Scarborough, ME; Hyattsville, MD; and Mauldin, SC.

Duties & Responsibilities:
General VMO:
- Supports the ITLT and the OCIO Leadership in development and execution of the ADUSA IT sourcing strategy and other Sourcing / VMO related initiatives.
- Collaborates effectively with Global IT Sourcing and Vendor Management to align on ways of working and share leading practices across both teams.
- Identify and support various process enhancements / tools to streamline and increase productivity of the overall VMO team.
- Coach and guide the broader IT teams to ensure vendor partners are effectively managed and contracts are fully leveraged.
Contingent Labor Operations and Governance:
- Provide support for all Contingent Labor operations and service aspects, including day to day administration of requests and resources.
- Develop relationships with various vendor governance teams to ensure issues, disputes and escalations are addressed and resolved in a timely manner.
- Review and report compliance with ADUSA IT contingent labor policies and procedures.
- Review and confirm proper usage of the Vendor Management System tool.
- Participate in staffing partner reviews and coordinates data collection.
- Participate in weekly staffing review calls to ensure supplier engagement in the program and streamlined communication.
- Lead the collection and calculation of all SLAs associated with the contingent labor program.
- Analyze vendor performance and perform SLA escalation in cases of persistent breach, facilitate "get to green" plan.
- Develop online dashboards and reporting out of VMS to track the ongoing performance of the contingent labor program.
- Work closely with all stakeholders to proactively identify areas in which the performance is at risk and jointly develop a mitigation approach prior to service credits or other penalties being incurred.
- Track and maintain a list vendor issues and disputes working with both the internal and vendor leadership.
- Provide timely resolution or escalation to resolve open issues and disputes. As part of any resolution, ensures that the triggering incident or issue is thoroughly documented and aligns with the contractual requirements and commitments.
- Coordinate and implement any changes to the Contingent labor program
Contingent Labor Program:
- Support development, documentation and maintenance of the overall Contingent Labor Management program including process, quick reference guides, etc.
- Support identification and implementation of enhancements to the Vendor Management System tool.
- Maintain any policy documents associated with Staffing, employment, etc. by collaborating with Legal, HR and other support groups as required.
- Additional job duties may be assigned as needed to meet the needs of the business and support our Values.
Qualifications:
- Bachelors Degree in Business, Computer Science or Technical field; equivalent trainings/certifications/experience equivalency will be considered
- 3 or more years of equivalent experience in relevant job, vendor contractor/suppliers or field of technology
- Working knowledge of contingent labor and staffing arrangements, SLAs and operating models.
- Advanced proficiency in computer skills, including systems databases and reporting platforms; ex. Power BI Word, Excel, Power Point, Adobe Pro
- Strong organizational skills
- Oral and/or written communication skills
- Customer focus & Strong interpersonal skills with all levels of leadership
- Initiative to identify and correct processes or problems
- Attention to detail
- Ability to complete assigned tasks independently
Preferred Qualifications:
- Masters Degree in relevant field of study preferred, Additional trainings or certifications in relevant field of study preferred
- Experience in Agile teams and or Product/Platform based operating model.
- Experience in retail or grocery preferred.
ME/NC/PA/SC Salary Range: $75,040 - $112,560
IL/MA/MD Salary Range: $86,320 - $129,480
