This person will oversee and ensure compliance with contractual requirements for pipeline dredging and associated operations on the Columbia and Lower Willamette Rivers. The QAR will monitor the contractor’s quality control system, inspect work activities, ensure safety and environmental compliance, and document findings in detailed reports.


The position is based in the Columbia and Lower Willamette Rivers area, with work across counties in Oregon and Washington.

Core Role Responsibilities

  • Perform daily quality assurance inspections to verify compliance with contract requirements.
  • Monitor and report on the contractor’s quality control system and its effectiveness.
  • Inspect the contractor’s Red Line As-Built Drawings for accuracy.
  • Ensure corrective actions are taken for construction deficiencies.
  • Prepare and submit daily QA reports detailing activities, inspections, and compliance findings within 24 hours of shift completion.
  • Verify contractor’s progress billings against reported quantities and progress.
  • Maintain a detailed deficiency list and photo documentation (minimum of 5 photos per workday).
  • Monitor compliance with safety regulations, including EM 385-1-1 and OSHA standards.
  • Provide daily safety observations and recommendations.
  • Review and verify compliance with environmental monitoring requirements, including turbidity, endangered species monitoring, and contractor environmental permits.
  • Review contractor’s daily quality control reports (QCRs) and compare them to QA reports.
  • Attend preparatory and initial-phase meetings for major construction operations.
  • Verify materials and equipment used comply with contract requirements.
  • Work closely with the Contracting Officer’s Representative (COR) to discuss findings, recommendations, and reports.
  • Participate in post-award conferences to establish mutual understanding of the project and performance expectations.
  • Adhere to federal security and training requirements, including background checks and safety training.
  • Maintain government-furnished workspaces in a tidy and damage-free condition.

Required Qualifications

  • A high school diploma or equivalent. Additional technical training or certifications in construction, engineering, or quality assurance are a plus.
  • Minimum of one (1) year of experience in dredging or related construction quality assurance.
  • Familiarity with construction contract documents, plans, and specifications.
  • Strong written and verbal communication skills.
  • Proficiency with daily reporting software and systems.

Preferred Qualifications

  • Experience in environmental monitoring and compliance.
  • Strong organizational skills with the ability to maintain accurate records and reports.
  • Proficiency in using construction monitoring tools, including VHF radios and construction software.

Additional Requirements

  • Availability to work shifts up to 10 hours during dredging season (Monday–Saturday) and 8 hours during maintenance season (Monday–Friday).
  • Willingness to travel to various dredging locations, with transportation provided to job sites.
  • Ability to meet security clearance requirements, including a Tier 1 investigation.
