Job Description:

Within the company’s strategy and objectives, the Associate Market Access Manager develops and executes market access and pricing activities, in order to: 

  • Achieve the market access and pricing qualitative and quantitative objectives in alignment with global value and access and business strategies 
  • Protect the value of Ipsen pipelines with earlier preparation for various healthcare policy and regulation
  • Develop the value proposition and strategic HTA (health technology assessment) dossier in alignment with both global value & access and brand strategies
  • Cooperate cross functionally for forecasting and scenario assessments of Ipsen pipelines and predict the risks and opportunities
  • Build up strong relationship and engagement with health authorities and deliver the value proposition of Ipsen portfolio with resilience and sufficient expertism 

The role will work cross-functionally with business units, medical affairs, regulatory affairs and communication & external affairs functions to develop the evidence-based value proposition and HTA dossier and then execute market access strategies as part of Ipsen Life Cycle Management within the principles of United Forces.

1. Strategic Development and Implementation

  • Develop and Execute Market Access Strategy:
    • Collaborate with the Head of Access to craft and refine the market access strategy, ensuring alignment with broader business objectives and financial targets.
    • Monitor local market access landscapes and regulatory changes actively, keeping abreast of pricing and reimbursement shifts within the IPSEN portfolio and among key competitors, and communicate these updates promptly to relevant business units.

2. Execution of Market Access Initiatives:

  • Value Proposition and HTA Alignment:
    • Lead the development of the product value proposition by closely working with the global Value & Access team and other internal stakeholders to secure timely patient access and appropriate value recognition.
    • Lead the development and submission of HTA dossiers in line with Korean HTA guidelines and brand strategies, ensuring effective stakeholder engagements both internally and externally.
    • Direct strategic communications with HIRA officials to enhance understanding and support for the product's value proposition and HTA dossier, aiming for favorable patient access outcomes.
    • Execute negotiation strategies with the NHIS to secure optimal price-volume agreements and/or risk-sharing arrangements.

3. Stakeholder Engagement and Influence:

  • Analysis and Engagement:
    • Analyze the complex payer environment, identifying challenges and impacts on Ipsen's current and future products, and devise strategic responses.
    • Engage proactively with health authorities and industry associations, representing Ipsen Korea’s interests, identifying issues, and seizing opportunities to devise necessary solutions.
    • Participate actively in task force teams within industry associations to ensure continuous connectivity and positive influence on industry standards and practices.

4. Cross-functional Team Collaboration:

  • Operational Excellence:
    • Foster strong collaborative ties with Business Units, Medical Affairs, Communications & External Affairs, and Regulatory Affairs to effectively execute the market access strategy.
    • Lead joint efforts with Business Units to monitor market dynamics, including volume, average transaction price, and competitor activities, and predict pricing trends. Regularly update both the global pricing group and local partners on significant market shifts.

5. Ethics and Compliance:

  • Demonstrate integrity in accordance with the highest ethical and compliance standards, including company’s Code of Ethics and Business Conduct policies and applicable legal and regulatory requirements
  • Ensure market access plans developed, implemented, and effectively administered are consistent with Ipsen’s corporate guidance and all regulatory, legal, ethical SOPs

Knowledge, abilities & experience

Education / Certifications: [Essential]

  • Bachelor’s degree (or above) level education required in Economics, Medical/Health sciences, pharmacy or equivalent

[Desirable]

  • Post graduate qualification desired in Health Economics, public policy, Statistics, or Epidemiology
  • Demonstrated prior HTA submissions (preferentially to HIRA).

 

Experience:

  • Minimum 10 years of experience in the pharmaceutical industry with an in-depth understanding of market access area (healthcare system, pricing policy, HEOR - at least 5 years in a market access position like working directly on HIRA submissions and/or pricing negotiation
  • Proven track record of working with Pharmaceutical Specialized products in Korea
  • Experience in, and knowledge of, product/products specialty markets with complex science and reimbursement. Oncology and rare diseases experience is a plus
  • Successful cross-functional experience in the project management is a plus
  • International experience is a plus

 

Languages:

  • Fluent in Korean & English (Written and spoken)
