We are seeking a Manager, Policy Enablement to join FoundationCCC in its mission of benefitting, supporting, and enhancing the California Community Colleges—the largest and most diverse system of higher education in the nation. What You’ll Do

The Foundation’s Workforce Development Department (WDD) aims to ensure that all learners in California obtain the knowledge, skills, experiences, and networks needed to connect with meaningful work, expand career options, and increase economic and social mobility. WDD works in four primary areas (1) building capacity within K-12, college, apprenticeship, and workforce development systems to effectively serve learners and businesses; (2) serving as employer-of-record for paid work experience; (3) providing wraparound services resource development support; and (4) developing work-based learning models, tools, and technologies.

 

This position presents an exciting opportunity in support of our Breaking Barriers to Employment Initiative project and other grant management projects. The Manager will lead a team responsible for high level grant administration, process development, grantee management, and alignment of day-to-day grant administration with technical assistance provision. 

 

WDD partners with state agencies such as the California Workforce Development Board and the California Department of Rehabilitation to administer and manage funding designed to help scale programs and support workers with barriers to employment across California. As an example, through partnership with the California Workforce Development Board, the Foundation is administering $26,960,000 in funding through the AB628 Breaking Barriers to Employment Initiative. The Breaking Barriers to Employment Initiative aims to ensure that individuals from target populations receive the necessary supplemental, supportive, remedial, and wraparound services they need to successfully enter, participate in, and complete workforce and education programs and enter, be retained, and advance in the labor market.

  • Leads and manages staffing structure, processes, and tool development to support funding opportunity implementation and management throughout the full cycle from competitive solicitations, contracting, and grantee/awardee management.

  • Collaborates with Manager, Education to Work Partnerships to ensure alignment of grant administration and technical assistance teams.

    • Creates and fosters collaboration between both teams, including feedback loops to ensure learnings are collected and cataloged to inform ongoing technical assistance content and priorities.

    • Creates flexible and dynamic processes to ensure grantees/awardees are fully supported through the full cycle.

  • Leads strategy for external collaboration and stakeholder engagement efforts to inform development and iteration of funding opportunities, maintaining a customer service centric approach to the work.

  • Oversees team of staff administering day-to-day grant/award administration activities including invoicing, progress monitoring, tracking, reporting, contracting, and modifications.

Budgeted Annual Salary Pay Range:

$95,000.00 - $98,000.00

Final salary and rates are based on education, experience, skills relevant to the role, and internal equity.
