As the Head of Market Access & Policy for the EU, you will be at the forefront of shaping the future of adult vaccination and pandemic preparedness across the continent. Your strategic expertise will play a vital role in engaging policy stakeholders, navigating complex European Commission tender processes, and ensuring Moderna’s vaccines are at the heart of Europe’s healthcare resilience strategy. Reporting to the SVP, Head of the EMEAC Region, you will work closely with senior leadership, including General Managers, Public Policy teams, and the Chief Legal Officer, to spearhead Moderna’s public health efforts. Your focus will be on influencing the European public health agenda and driving critical decisions that support the uptake of Moderna’s innovative vaccine portfolio.

Here's What You’ll Do:

Your key responsibilities will be:

  • Secure recognition and budgetary support for adult vaccination initiatives across Europe, aligning with member states and European Commission priorities.

  • Prepare for and lead participation in EU tenders, engaging with stakeholders like HERA, and crafting comprehensive tender strategies to strengthen Moderna’s presence.

  • Build innovative partnerships and business models with the European Union, positioning Moderna as a pivotal player in pandemic preparedness and shaping future healthcare strategies with our mRNA platform.

  • Develop and implement strategies using AI and automation to inform decision-making and improve healthcare outcomes across European countries.

  • Collaborate with market access teams and ensure priority markets have the support necessary for vaccine access and reimbursement.

Your responsibilities will also include:

  • Leading key public health initiatives and partnerships within the EU to secure access to life-saving vaccines and driving significant revenue for Moderna.

  • Serving as the primary liaison between Moderna and European policymakers, ensuring consistent communication and advocacy for our vaccines.

  • Using your extensive network within Europe to influence public health policies, with a particular focus on strengthening ties with the European Commission and member states.

  • Coordinating with global teams to align strategies and secure market access, contributing to Moderna’s continued success in the region.

  • Prioritize the Platform: In this role, you will need to ensure that Moderna’s revolutionary mRNA platform remains central to our partnerships with the European Union and pandemic preparedness strategies. You will navigate complex political landscapes while maintaining a focus on securing the best possible outcomes for Moderna’s vaccines.

  • Question Convention: As you work to reshape Europe’s approach to adult vaccination and pandemic preparedness, challenging existing norms and policies will be crucial. Your innovative approach will help redefine the role of mRNA in healthcare resilience and future-proofing public health.

Here’s What You’ll Bring to the Table:

  • A bachelor's degree in a relevant field is required; a master's degree or higher is preferred.

  • At least 15 years working experience of which significant experience in policy, government affairs, or market access within the healthcare or pharmaceutical sectors.

  • A proven track record of influencing policy and leading tender processes at the European level.

  • Proficiency in English is mandatory; additional European languages are beneficial.

  • Exceptional Communication: Your outstanding communication and engagement skills will be crucial in liaising with a diverse range of stakeholders.

  • European Policy Acumen: A deep understanding of European decision-making processes and the ability to navigate concordance with member states.

  • Established Network: You have a robust network within Europe, especially with the European Commission, and experience working with European governments.

  • Market Access expertise: experience in developing market access strategies and ensuring HTA processes are successfully implemented and reimbursement ensured.

  • Tender Experience: Preferably, you have a history of leading successful European tender processes.

  • Experience working with International/Regional pharmaceutical associations i.e. EFPIA/IFPMA

  • A high degree of digital fluency, and a deep understanding with proven success, of digital strategies and tactics.

  • Intense curiosity and ambition to excel and build something from the ground up, navigating all the requisite ambiguity and complexity that comes with writing the rulebook while executing in real time.

  • Excellent communication, presentation, collaborative and influencing skills across internal and external stakeholders.

  • High emotional intelligence with excellent interpersonal skills allowing ability to appropriately influence across internal and external stakeholders
