Apply a combination of business process analysis and technical knowledge to develop enterprise architectural deliverables that identify and describe the relationships among functions, data, applications and technology at various levels of the organization. Perform individual assignments and lead project teams composed of Business Analyst, Systems Engineers and Research Specialist. Analyze systems and technology integration requirements across multiple applications and organizations. Communicate and work closely with process and system owners, IT management, peers, and technical staff to ensure the relevance of architecture and system designs to business process requirements.
Develop advanced technological ideas and guide their development into a final product. Act as an advisor to management and technology stakeholders on advanced technical research studies and applications.
This position reports to the Director, Enterprise Architecture.

Job Description

  • Responsible for IT Strategy and Capability Roadmap development
  • Maintain a view of current state and future state architectures  
  • Provides technical guidance and renders decisions regarding Information Technology (IT) designs and engineering.
  • Maintains standards for system documentation.
  • Develops and implements Enterprise-wide and cross-functional Integration Solutions.
  • Researches and recommends new industry IT models, management strategies and effective resource utilization models.
  • Monitors, benchmarks and reports progress and performance of systems management and service levels.
  • Conducts technology reviews and audits that ensure computer systems are built to architecture principles, follow Enterprise standards and are optimized to maximum efficiency.
  • Interfaces with external business partners, vendors and subcontractors on issues of interoperability.
  • Promotes technology security.
  • Participate in Architecture assessments and reviews.
  • Leadership Accountability Statement: Situational leader with enterprise scope directing cross-functional teams.
  • Models sound leadership and enables local decision making; provides mentoring, feedback and recognition; assesses and assures the deployment of qualified employees; organizes learning venues; assures the application and assessment of skills learned.
  • Administers company policies fairly.

  • Progress toward a learning organization.
  • Additionally, the incumbent in this position is responsible for reporting on the enterprise technology investment portfolio.
  • Compliance Statement: Complies with laws, regulations and policies, and takes reasonable steps to assure that constituents know and understand the laws, regulations and policies that pertain to the organizational unit's business and takes reasonable steps to assure that constituents conform accordingly.

Basic Qualifications:

  • Bachelor’s degree from and accredited college or university preferred, or relevant work experience required.
  • 10+ years professional business experience in Applications Development and Distributed operations developing and implementing enterprise systems
  • 2+ years experience in a leveraged services or lifecycle management function.
  • Experience using architectural modeling tools and constructs
  • Experience with briefing senior management and customers on status

Additional Qualifications

  • Prefer an advanced degree or other professional certification in Management Information Systems.
  • Experience in a Healthcare or managed care setting
  • 5+ years of supervisory experience, specifically supervising professional
  • Experience producing application and technology roadmaps
  • Practical experience designing integration (EAI) solutions, constructing n-tier applications, and delivering complex technology solutions in a large corporate environment.
  • Knowledge of Database Management Systems
  • Demonstrated abilities in Verbal and Written communication skills
  • Experience in a Healthcare or managed care setting

Knowledge:

  • Knowledge of Distributed computing and/or Cloud environments
  • Sound understanding of APIs, Service Oriented Architecture and Web Services
  • Knowledge of J2EE and/or .NET Skills and Abilities
  • Healthcare payer Domain knowledge will be desirable
  • Strong project management and leadership skills
  • Good vendor relationship management and negotiation skills
  • Good interpersonal skills with the ability to interact with all levels of management and staff

Horizon BCBSNJ employees must live in New Jersey, New York, Pennsylvania, Connecticut or Delaware

Salary Range:

$135,900 - $185,535

​This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity.  This range has been created in good faith based on information known to Horizon at the time of posting.  Compensation decisions are dependent on the circumstances of each case.
