Leidos is seeking qualified candidates for the Chief Engineer position to join our Defense Enclave Services (DES) team to support an extensive digital modernization program critical to DISA and the DoD Fourth Estate Agencies (DAFAs) that are migrating to DISA’s next generation DoDNet environment. The DES Chief Engineer will provide technical and domain expertise to inform the DAFA migrations to DoDNet and ensure consistency across the DAFA migrations, while aligning the migrations to the technical capabilities offered within the DoDNet environment. The DES Chief Engineer will incorporate feedback from across stakeholders into an evolving transformational roadmap for DoDNet technical capabilities so DoDNet can support the capabilities required by the DAFAs. The DES Chief Engineer will participate in key technical meetings and lead technical governance efforts through the Leidos Engineering Review Board (ERB).
Primary Responsibilities

Lead day-to-day engineering technical implementation across the DES program, including engineering projects, DAFA migrations, and operations & sustainment.

Identify technical issues, provide technical remediation and establish an action plan to address deficiencies.

Chair the Leidos Engineering Review Board (ERB) to evaluate and approve technical artifacts prior to submission to the Government, ensuring compliance with DoD standards and best practices.

Provide technical expertise on current and future DoDNet capabilities, ensuring their integration and alignment with DAFA migrations and stakeholder needs.

Lead and participate in technical meetings with MES and DAFA technical experts to align engineering efforts with mission requirements.

Chair the Leidos Engineering Review Board (ERB) to evaluate and approve technical artifacts prior to submission to the Government, ensuring compliance with DoD standards and best practices.

Oversee and manage a team of solution architects, including regular check-ins, performance evaluations, timecard approvals, and mentoring.

Provide architectural leadership for enterprise-scale IT solutions, ensuring alignment with DISA and Fourth Estate digital transformation initiatives.

Oversee the development of engineering roadmaps for technical solutions and innovation strategies to enhance network resiliency, cybersecurity, and cloud modernization.

Ensure compliance with DoD policies, security frameworks, and architectural governance while driving efficiency in enterprise IT operations.

Advise leadership and stakeholders on emerging technologies, architectural trends, and best practices to improve mission outcomes.

Collaborate with multi-disciplinary engineering teams to develop and validate solution architectures, including integration with cloud, cybersecurity, and software-defined networking technologies.

Mentor and guide technical teams, fostering innovation and professional growth across engineering disciplines.
Basic Qualifications

Masters with 15 – 20 years of prior relevant experience or Doctorate with 13 – 16 years of prior relevant experience.

Active DoD Secret clearance (or ability to obtain) required prior to start.

Experience (3 or more years) designing, implementing, and managing enterprise IT architectures in DoD environments.

Experience (3 or more years) leading large-scale migration of users and IT services from on-premise to cloud or hybrid environments.

Expertise in DoDNet technologies, enterprise networking, cybersecurity, and cloud migration strategies.

Familiarity with DoD frameworks, compliance standards, and secure system design best practices.

Proven experience leading technical teams and managing enterprise-wide IT modernization initiatives.

Strong communication and leadership skills, with the ability to engage senior stakeholders and technical teams effectively.

Ability to provide clear, concise, and consistent technical direction and constructive feedback in a professional manner.

Demonstrated ability to consistently follow through on commitments.

Current IAT Level II or higher certification (e.g., Security+ or CISSP).
Preferred Qualifications

Familiarity with the Atlassian suite, including Jira and Confluence

Experience working with Azure IL5 and IL6 environments
-
Experience executing DevSecOps best practices, including implementation of CI/CD pipelines

Pay Range:Pay Range $148,850.00 - $269,075.00
